At the January 2006 Management Council meeting, the Management Council endorsed recommended changes to the Amateurism directive for pre-enrollment amateurism issues. Since July 2002, the NCAA student-athlete reinstatement staff and committee have been applying the current Management Council endorsed amateurism directive and, although the general philosophy of the directive is still supported, after three years of applying this standard, the staff and committee believe that the application of the directive in certain fact patterns is unnecessarily restrictive. Based on this specific review of cases, the staff and committee sought to clarify the general philosophy for permanent ineligibility and guidelines for situations where a prospective student-athlete violates NCAA amateurism rules but does not cross the threshold of permanent ineligibility. This philosophy will provide the staff and committee with a consistent overarching direction, while providing flexibility for the uniqueness of individual cases.
Per these changes, attached is the philosophy document that will guide the reinstatement staff and committee regarding pre-enrollment amateurism violations. The committee will discuss violations of amateurism rules for post-enrollment at its June meeting. PLEASE NOTE: As noted in the attached document, the new guidelines will be applied for student-athletes initially enrolling in an NCAA institution for 2006-07 academic year.
