2007 Preliminary-Round Prospective Participant Information


The information and links below (bold headings) are provided to assist those institutions under consideration by the Division I football championship committee as a possible participant in the 2007 NCAA Division I Football Championship

 

It is important for all institutions under consideration to review the following materials:

1.  Division I Football Championship Handbook.  The 2007 NCAA Division I Football Championship Handbook contains the policies and procedures governing the administration and conduct of the championship.  Please be aware that you will also need to refer to two (2) documents for complete championship information for Division I football:  (1) 2007-08 General Championship Information; (2) 2007 Division I Championship Handbook.

2.  Participants Manual.  If your institution advances to the championship game in Chattanooga, Tennessee, this manual will assist you and your staff in preparing for the competition.  This manual should be used in conjunction with the 2007 NCAA Division I Football Championship Handbook.

3.  Travel Policies and Team Reimbursement Forms.  The NCAA uses Short's Travel Management for all travel services.  Please review the information and instructions regarding the policies and procedures of Short's Travel Management.  The team expense reimbursement forms for all rounds of the championship are included.  To facilitate reimbursement, for per diem and ground transportation expenses incurred during participation in the NCAA Division I Football Championship, please complete the forms and return to the NCAA administration services group.

4.  Drug-Testing Program.  Drug testing may occur at any round of the championship.  Accordingly, the Drug Testing Site Coordinator Manual should be reviewed carefully so you will be prepared in the event testing occurs.  

If you would be interested in serving as a host institution for any of the playoff games, please review the materials listed below.  Please note that the proposed budget and all supporting documentation must be received in the NCAA national office not later than Friday, November 9.

1.  Bid Packet Checklist.  This list of documents will assist you in preparing your bid packet.

2.  Proposed Budget and Financial Report.  Please complete a budget for each round your institution is interested in serving as host, designating the round and appropriate date of competition at the top of each budget submitted.  For example, if your institution is interested in hosting first-round, quarterfinal and semifinal competition, three separate budgets must be completed and submitted.  The Division I football championship provides for a field of 16 teams.  Eight first-round games will be conducted November, 23-24, and four quarterfinal games December 1.  Semifinal games will be conducted December 7 and 8 and the final game will be December 14, in Chattanooga, Tennessee.  The first three rounds of competition will be conducted on the campus of one of the competing institutions.  

3.  Key Contact Form.  Please complete a key contact form for each round of competition, designating the date and round of competition.  For example, if your institution is interested in hosting first-round, quarterfinal and semifinal competition, three separate key contact forms must be submitted.  If you have any questions regarding your organization ID and pass code, please contact Kerstin Hunter at the NCAA national office (317/917-6645 or khunter@ncaa.org)

4.  Facility Evaluation Form.  The Division I football facility evaluation form is available for online submission.  Complete this form and submit it electronically.  A memorandum explaining the submission procedures was sent to athletic directors at all NCAA institutions earlier this year.  Your organization ID and passcode are required to access this form.

5.  Liability Insurance.  NCAA regulations require that host institutions and sponsoring agencies of NCAA championships shall have in place primary comprehensive general public liability insurance coverage, with combined single limits of at least $1 million per occurrence for bodily injury and property damage.

6.  Merchandising Policies.  Please review the NCAA merchandise policies.  The NCAA retains the exclusive right to sell souvenir products at all rounds and sites of the 88 National Collegiate Championships; host institutions and sponsoring agencies for all NCAA championships are required to sell items provided by the official NCAA event souvenir merchandiser.  The official NCAA event souvenir merchandiser is Event 1, Inc., a subsidiary of GEAR for Sports, Inc.

7.  Local Corporate Involvement.  In the interest of protecting the integrity of NCAA championships, guidelines pertaining to local corporate involvement have been established to assist host institutions, conferences and sponsoring agencies that will administer NCAA championship competition.  The guidelines include (1) procedures for approval of local corporate involvement at championships, (2) general guidelines for administration of this participation, (3) a current listing of NCAA corporate champions and partners and their categories, (4) a current listing of NCAA official equipment suppliers and (5) a current listing of NCAA official licensees.


The Americans with Disabilities Act requires that public establishments offer equal access and services to people who are physically and mentally disabled.  The NCAA will rely on host organizations to confirm compliance with the Act by the various host facilities.  Please confirm that the facility will be in compliance as of the date of your championship, and advise the national office if it will not be in compliance.  

In the event you are selected to host, a packet of materials including, officials' patches, NCAA game representative expense forms and officials' expense forms will be sent to the attention of the institution's athletics director via overnight delivery.
