Sunday, December 2

 

The meeting was called to order at 5 p.m. by the chair, Bryan Smith.  All members were present as noted above.

 

 

1.            Recognition of New Members.  Dr. Smith welcomed Amy Barr and Lauren Costello to the meeting.

 

 

2.            Previous Minutes.

 

It was VOTED:

 

“That the minutes from the committee’s June 15-17 meeting be approved as distributed.”

 

 

3.            Executive Committee, Cabinet and Management Council Reports.  The committee reviewed relevant actions from the NCAA Executive Committee, NCAA Division I Championships/Competition Cabinet and NCAA Divisions II and III Management Councils. 

 

 

4.            Division I Strategic Plan.  The committee reviewed the Division I Strategic Plan and noted that there was no mention of health and safety under the section of student–athlete welfare.

It was recommended that health and safety should be specifically mentioned in this objective.  The committee directed staff to forward its recommendation to the Division I governance staff for consideration.

 

 

5.            Football Oversight Committee.  The committee reviewed its report on health and safety issues for the NCAA Football Study Oversight Committee.  It was recommended that the emphasis of the presentation in the upcoming panel discussion be on voluntary workouts and the need for emergency and medical support.  The confounding factors of heat illness and supplement use should also be addressed.  It was noted that the NCAA Student Athlete Advisory Committee (SAAC) is addressing the issue of voluntary workouts, including the issue of limiting the workouts to 20 hours a week.

 

 

6.            Division III Proposed Legislation to Allow Shoulder Pads in the Fall Three-day Conditioning Period.  The committee reconfirmed its earlier position that it was not in support of shoulder pads for these three days in any division because of issues related to acclimatization and the potential for conducting contact activities during a non-contact period.  It was noted that the NCAA Division III SAAC is on record as opposed to this legislation.

 

 

7.            Modification of Committee Duties.  The committee discussed modifying its duties as noted in the divisional manuals to better reflect responsibilities and to be consistent with its recently developed strategic plan.  It was recommended to replace the current committee duties wording with the six goals in the new strategic plan through non-controversial legislation.  It was noted that these goals better reflect the committee’s duties without expanding them.

 

 

8.            Outreach.  The committee reviewed recent and upcoming outreach opportunities for committee members and staff to work with the American College of Sports Medicine (ACSM), American Orthopedic Society for Sports Medicine (AOSSM), American Medical Society for Sports Medicine, Joint Commission on Sports Medicine and Science, National Athletic Trainers’ Association (NATA), National Association of Collegiate Directors of Athletics (NACDA), National Association of Collegiate Woman Athletic Administrators (NACWAA), American College Health Association (ACHA), National Federation of State High School Associations (NFHS), American Medical Association, International Olympic Committee Scientific Congress, Centers for Disease Control and Prevention, United States Department of Education and the NCAA Convention.

 

It was recommended that the NCAA Injury Surveillance System (ISS) enhancement project and the nutrition and performance Web site project be topics for presentation at a future ACSM national meeting.

 

 

9.            Sports Sciences Education Newsletter.  The committee recommended topics for the spring newsletter, to be published in the April 15, 2002, edition of The NCAA News.  Articles are due by March 21, 2002.  The topics and persons assigned to each include:

 

a.             Drug-education/drug-testing survey. (Arnold Mazur)

 

b.            Drug-testing consent form and notice of banned substances. (Pete Carlon)

 

c.             Analysis of over-the-counter dietary supplements. (Gary Green)

 

d.            Performance and nutrition project, including update on Web site. (Dewayne Barnes)

 

e.             Running with the red bull. (Darryl Rogers and NCAA staff)

 

f.              Injury Surveillance System update. (Randy Dick)

 

g.             Anterior-cruciate ligament injury prevention research. (Letha Griffin)

 

h.             NFHS sports medicine handbook. (Jerry Diehl)

 

i.               Value of outreach. (Dr. Smith)

 

j.              Football oversight health and safety issues. (Dr. Smith)

 

k.            Van safety. (Ms. Zotos and Ms. Barr)

 

l.               Exercise-induced asthma. (Dr. Smith)

 

 

10.        NCAA Health and Safety Web site.  The committee reviewed the Association’s health and safety Web site and agreed it needed to be easier to access, particularly the banned drug list.  Ms. Barr, Dr. Mazur and Mindy Millard-Stafford agreed to assist staff in providing feedback on this topic.

 

 

11.        Committee nominations.  The committee discussed nominations for the four positions that become open September 2002.  It was agreed that the pool contained qualified candidates for the physician and at-large position.  Staff was directed to request reopening the search for the male athletic director and coach positions due to a lack of nominations in those positions.

 

 

12.        Division I Legislative Proposal No. 01-117.  The committee and Steve Mallonee reviewed a Division I legislative proposal that would include the assistance of strength and conditioning coaches in the conduction of the student-athlete medical examination.  The committee strongly agreed that only qualified and licensed health professionals should perform any recognized medical test conducted as part of the medical examination.  It was noted that strength and conditioning coaches did not meet these qualifications.  The committee recommended not supporting the legislation as proposed.  The committee also recommended modifying the language of the existing legislation as follows: …is administered or supervised by a physician or and athletic trainer…”

 

 

13.   Nutritional Supplements.  The committee discussed the issue of nutritional supplements that contain caffeine.  Mr. Mallonee advised that NCAA membership services will write a generic interpretation regarding nutritional supplements containing caffeine to assist the membership with questions regarding these products.

 

 

Monday, December 3

 

The meeting was called to order at 7:30 a.m. by the chair, Dr. Smith.  All members were present as noted above except for Matt Mitten. 

 

 

14.        NCAA Anti-Trust Policy.  The committee reviewed the Association’s anti-trust policy with Ms. Cole.

 

 

15.    NCAA Speaking Agent, Defense and Indemnification Policies.  The committee reviewed NCAA policies on speaking agents, defense and indemnification.

 

 

16.        Nutrition and Performance Project Team.  The committee reviewed the budget and rationale for its funding request for a nutrition and performance education initiative.  It then heard a presentation on the nutrition and performance Web site and endorsed the progress of the Web site development.  Nicole Porter, Ms. Barr and Mr. Barnes reiterated that nutrition issues are a priority for student athletes.  Specific suggestions for the Web site included:

 

a.             Links to the ACSM (general health and performance), The Center for Drug Free Sport (nutritional supplements) and Game Face and United States Department of Agriculture (general nutrition) Web sites.

 

b.            Incorporation of video testimonials from high profile athletes.

 

c.             Incorporation of specific warning signs for eating disorders.

 

d.            Addition of energy intake and expenditure tables.

Tuesday, December 4

 

The meeting was called to order at 8 a.m. by the chair, Dr. Smith.  All members were present as noted above, except Mr. Mitten and Dr. Millard-Stafford.

 

 

17.              NCAA Legislative Process.  The committee reviewed the NCAA legislative process with Ms. Holzman.  Subsequent discussion developed concerning the ability for the committee’s issues to be completely understood at the Division I governance level.  The committee noted the current diligence of its Division I Championships/Competition Cabinet liaison, Ted Monroe, but questioned whether anyone could provide the depth of discussion on health and safety issues without being involved in the discussions at the committee meetings.  Suggestions included having a designated committee member attend relevant Division I Championship/Competition Cabinet or Management Council meetings, requesting the committee liaison to attend competitive safeguards meetings, or involving the liaison in committee discussion through a conference call.  The committee directed staff to forward these discussions to national office governance staff for review.

 

 

18.              Drug-Education and Drug-Testing Subcommittee Report.  Dr. Green reported the recommendations of the Drug-Education and Drug-Testing Subcommittee. The recommendations were approved.  (See subcommittee minutes.)

 

 

19.              Sports-Sciences Safety Subcommittee Report.  Dr. Sharkey reported the recommendations of the Sports-Sciences Safety Subcommittee.  The recommendations were approved.  (See subcommittee minutes.)

 

 

20.              2002 Summer Meeting.  The committee reaffirmed its desire to meet in Chapel Hill, North Carolina, at The Carolina Inn for its summer meeting June 20-23, 2002.

 

 

21.              Adjournment.  The meeting adjourned at 10:20 a.m.
