[Note:  These minutes contain only actions taken (formal votes or stated "sense of the meeting") in accor­dance with NCAA policy regarding minutes of all Association entities.  While certain items on the subcommittee’s agenda were acted on at various times throughout the meeting, all final actions within a given topic are combined in these minutes for convenience of reference.]


The meeting was called to order at 7 p.m. by the chair, Dr. Howard.  All were present as noted above.

 

 

1.            Opening Remarks.  Dr. Howard welcomed the committee.

 

 

2.            Approval of Previous Minutes.

 

It was VOTED

 

“That the minutes of the October 30, 2002, NCAA Executive Committee Subcommittee on Gender and Diversity Issues meeting minutes be approved.”

 

 

3.           NCAA Executive Committee Subcommittee on Gender and Diversity Issues Audit Report.  The subcommittee reviewed the Gender and Diversity Issues Audit Report.  Marilyn McNeil, chair of the committee on women’s athletics, noted three critical issues including the absence of a female senior vice-president at the national office; the low number of female head coaches; and continued vigilance regarding obtaining broadcasting monies for women’s sports. 

 

 

4.           National Office Gender-Equity Plan.  The subcommittee received an update from the national office senior woman administrator regarding the national office’s gender-equity plan.  It was noted that the final plan has been approved and is being implemented.  It was noted that the national office has discussed a similar initiative regarding issues of ethnic diversity. 

 

 

5.           Diversity Initiatives.  The subcommittee reviewed a preliminary draft review of NCAA initiatives to promote gender and ethnic diversity in intercollegiate athletics.  When finalized this document will provide the history, purpose, budget allocation, and program accomplishments for each NCAA diversity initiative.  The subcommittee suggested some additional information for inclusion in the document.  The review will be forwarded to the Committee on Women’s Athletics and the Minority Interests and Opportunities Committee for review during each group’s summer meetings.

 

 

6.           Race Demographics Data for Ethnics Minorities and Women Coaches.  The subcommittee reviewed a report regarding the average total salaries and number of coaches by gender and discussed challenges facing women and minority coaches.

 


7.           U.S. Secretary of Education’s Commission on Opportunity in Athletics.  The subcommittee received an update on the work of the U.S. Secretary of Education’s Commission on Opportunity in Athletics.  It was noted that former NCAA President Cedric Dempsey requested to speak at the commission’s final open forum in San Diego.  The request was denied, although during the open microphone session President Dempsey was able to make remarks.  The commission’s final meeting has been delayed until late January with a final report expected by the end of February.  The subcommittee received information regarding the potential impact of various proposals the commission has discussed.

 

 

8.           Minority Opportunities and Interests Committee Update.  The subcommittee reviewed the committee’s Report on Ethnic Diversity of Football Coaching Staffs to the Football Study Oversight Committee.  The subcommittee recognized the continuing concern with the lack diversity of football coaching staffs.  The subcommittee recognizes this as a critical issue facing the Association.  The subcommittee supports the MOIC’s four-part strategy identified in the report and the allocation of $1 million dollars to address the issue.

 

 

9.           President Brand’s Remarks.  NCAA President Myles Brand addressed the subcommittee and noted that maintaining the strength of Title IX legislation and the issues surrounding the commission’s work are high priorities for the association.  Dr. Brand also noted the commitment of NCAA resources to issues surrounding increased hiring of ethnic minority head coaches and to the support of diversity in leadership positions in athletics.

 

 

10.       Supreme Court Case.  The subcommittee suggested the NCAA consider submitting a brief to the Supreme Court regarding the University of Michigan case related to use of the ethnicity in college admissions decisions.  The NCAA legal counsel will be asked to consider this issue. 

 

 

11.       Senior Minority Administrator.  The subcommittee encouraged the Minority Opportunity and Interests Committee to explore the concept of a senior minority administrator position for each member institution similar to the senior woman administrator position.
