[Note:  These minutes contain only actions taken (formal votes or stated "sense of the meeting") in accor­dance with NCAA policy regarding minutes of all Association entities.  While certain items on the subcommittee’s agenda were acted on at various times throughout the meeting, all final actions within a given topic are combined in these minutes for convenience of reference.]


The meeting was called to order at Noon by the chair, Dr. Howard.  All were present as noted above.

 

 

1.            Opening Remarks.  Dr. Howard welcomed the committee.

 

 

2.            Approval of Previous Minutes.

 

It was VOTED

 

“That the minutes of the January 13, 2003, NCAA Executive Committee Subcommittee on Gender and Diversity Issues meeting minutes be approved.”

 

 

3.           National Office Gender-Equity Plan.  The subcommittee received an update from the national office senior woman administrator regarding the implementation of the national office gender-equity plan.

 

 

4.           University of Michigan affirmative action case.  Dan Boggan reported the NCAA has filed an amicus brief on the University of Michigan affirmative action case currently under review by the Supreme Court.

 

 

5.           Confederate Flag Update.  The subcommittee received an update regarding pending legislation in the state of Georgia that could reinstate a previous version of the state flag, which contains an image of the Confederate battle flag.  The subcommittee noted that the NCAA does not approve of the aforementioned version of the Georgia state flag.  The subcommittee agreed that, if the state of Georgia returns to the use of a state flag which includes symbols of the confederacy, the NCAA will revisit its decision to allow NCAA championships to occur in the state.  The subcommittee also noted NCAA championships have been awarded to sites in the state of Georgia through 2007 and discussed possible reconsideration of honoring these preexisting contracts.

 

 

6.           U.S. Secretary of Education’s Commission on Opportunity in Athletics.  The subcommittee discussed recent actions of the commission and requested additional information regarding the written recommendations included in the commission’s report to the Secretary of Education.  The subcommittee expressed concern regarding the potential weakening of Title IX by future Department of Education actions and indicated its support of an open hearing process regarding the commission’s findings.

 


7.      Title IX Seminar Update.  The subcommittee received an update regarding preparations for the 2003 NCAA Title IX Seminar, which will be conducted April 28-29 in San Diego, California.

 

 

8.      American Indian Mascot Update.  The subcommittee recommended the NCAA Executive Committee support the initiatives presented by the NCAA Minority Opportunities and Interests Committee (MOIC).  The MOIC requested the subcommittee support these recommendations as a means to reduce offensive uses of American Indian mascots, nicknames, logos and/or behaviors in intercollegiate athletics.  In addition, the MOIC believes its recommendations will help to ensure that the NCAA and its member institutions adhere to the Association’s principles of cultural diversity and gender equity, sportsmanship and ethical conduct and nondiscrimination.

 

 

9.           Committee on Women’s Athletics and MOIC Update.  The subcommittee reviewed reports from the January CWA and MOIC meetings and accepted the reports as presented.
