[Note:  These minutes contain only actions taken (formal votes or stated "sense of the meeting") in accor­dance with NCAA policy regarding minutes of all Association entities.  While certain items on the subcommittee?s agenda were acted on at various times throughout the meeting, all final actions within a given topic are combined in these minutes for convenience of reference.]


The meeting was called to order at 7 p.m. by the chair, Dr. Howard.  All were present as noted above.

 

 

1.            Opening Remarks.  Dr. Howard welcomed the committee.

 

 

2.            Approval of Previous Minutes.

 

It was VOTED

 

?That the minutes of the April 11, 2002, NCAA Executive Committee Subcommittee on Gender and Diversity Issues telephone conference minutes be approved.?

 

 

3.           NCAA Executive Committee Subcommittee on Gender and Diversity Issues Audit Report.  Mr. Boggan advised that the audit update would concentrate on the gender and diversity audit and a review by President Dempsey of the national office staffing statistics regarding ethnic minorities and women.  Ms. Sweet reviewed the status of the national office gender equity plan.  The report will be completed not later than January 2003.

 

 

4.           American Indian Mascot Issue.  The subcommittee reviewed the Report on the Use of American Indian Mascots in Intercollegiate Athletics submitted by the Minority Opportunities and Interests Committee (MOIC)

 

 

5.           Race Demographics Report.  The subcommittee reviewed the MOIC?s biennial study of the 2002 Race Demographics of Member Institutions? Athletics Personnel Report.  The subcommittee compared current data to the 1995-1996 data and noted no progress has been made.

 

 

6.           NCAA Race and Gender Initiatives.  The subcommittee reviewed the NCAA initiatives to promote race and gender diversity in intercollegiate athletics.  The subcommittee will review an evaluation status report of each of the initiatives during its January 2003 meeting.


7.           Committee on Women?s Athletics Update.  The subcommittee received a report from the NCAA Committee on Women?s Athletics (CWA) including an update on the recommendation to review the definition of sport, the current status of women?s sports head-count and equivalency designations.

 

 

8.           U.S. Secretary of Education?s Commission on Opportunity in Athletics.  The subcommittee reviewed the written testimony of Judith Sweet, NCAA vice-president for championships and senior woman administrator, before the Secretary of Education?s Commission on Opportunity in Athletics on August 27, 2002.  The subcommittee commended Ms. Sweet for the thoroughness and accuracy of her testimony.  The subcommittee supports Ced Dempsey addressing the Commission at its final public meeting in San Diego on November 20, 2002, in order to provide an overview of NCAA educational efforts and facts surrounding misconceptions of Title IX and its impact on athletics.

 

 

9.           Minority Opportunities and Interests Committee update.  The subcommittee reviewed the committee?s Report on Ethnic Diversity of Football Coaching Staffs to the Football Study Oversight Committee.  The subcommittee recognized the continuing concern with the lack diversity of football coaching staffs.  The subcommittee recognizes this as a critical issue facing the Association.  The subcommittee supports the MOIC?s four-part strategy identified in the report and the allocation of $1 million dollars to address the issue.
