The meeting was called to order at 6:45 p.m. by the chair, Mr. Marshall. All members were present as noted above.
1. Opening Remarks. Mr. Marshall welcomed new committee members, Mrs. Tealer, Mr. Gragg and Mr. Vowels, to the meeting.
2. Minority Opportunities and Interests Committee (MOIC) roster and MOIC Subcommittee listing. The committee reviewed the current member roster and subcommittee listing.
3. NCAA Initiatives to Promote Race and Gender Diversity. The committee reviewed an updated list of NCAA diversity and gender programs.
4. President’s Will to Act Message on Diversity Hiring. The committee reviewed Ced Dempsey’s will to act message on diversity hiring in intercollegiate athletics.
5. January 28-29 MOIC meeting minutes and Management Council Reports. The committee reviewed the January 28-29 MOIC meeting minutes.

6. April NCAA Management Council and Board of Directors Reports. The committee reviewed the April NCAA Management Council and Board of Directors Reports.
7. NCAA Executive Committee Subcommittee on Gender and Diversity Issues. The committee reviewed the Executive Committee Subcommittee Report and the Gender Equity Survey.
8. National Office Staff. The committee received an update on the ethnic and gender diversity of NCAA national office staff.
9. Governance Appointments. The committee reviewed the recommendation from the Executive Committee Subcommittee on Gender and Diversity Issues to amend Bylaw 4.5.3.1.1-(c) to provide that all conferences in the Subdivision (rather than only the conferences in the subdivision that make selections in the year in question) be required to submit a slate of four candidates including at least one female and, in addition, at least one ethnic minority to the Board.
The committee agreed to support the recommendation and the concept that all conferences should share in the responsibility of a diverse governance structure. The committee also agreed an additional way to accomplish this goal is to require the Board to review the historical record of appointing women and ethnic minorities for the conferences in the subdivision that make selections in the year in question.
Conferences
that have historically provided less than 35% female or 20% ethnic minority
representation for their management council and cabinet appointments will be
required to appoint an individual from the underrepresented group regardless of
whether the respective council or cabinet meets its legislated percentages for
women and ethnic minorities representation. The vacancy would remain unfilled until the conference
appointed an individual from the appropriate underrepresented group.
The committee noted that the historical review would include all appointments dating back to 1997. Also, conferences would be required to continue to appoint an individual from the underrepresented group until the percentages have been satisfied.
10. Committee on Athletics Certification. The committee reviewed the report of the Division I Committee on Athletics Certification (CAC) and noted it did not support the MOIC’s recommendation to commended institutions for progress in the area of minority opportunities plans. The CAC also declined to provide MOIC with sample plans from institutions.
11. NCAA Enhancement Programs. The committee reviewed the Ethnic Minority and Women’s Internship Program, the Ethnic Minority Postgraduate Scholarship Program, the Women’s Enhancement Postgraduate Scholarship Program and the NCAA Fellows Program.
12. NCAA Leadership Institute for Ethnic Minority Males. The committee reviewed the NCAA Leadership Institute for Ethnic Minority Males and reviewed the evaluation of the finance and fundraising session. The committee also reviewed the agenda for the booster, public and media relations session and noted the selection of the 2003 class.

13. MOIC Football Study. The committee reviewed the draft report of the football study oversight committee. Based on its findings, the committee drafted a list of preliminary recommendations to be presented to the Football Study Oversight Committee at its August 1-2 meeting.

The meeting was called to order at 8:15 a.m. by the chair, Mr. Marshall. All members were present as noted previously.
14. NCAA Initial and Continuing Eligibility Standards. The committee discussed the proposed changes to the initial and continuing eligibility standards.
a. The committee supported the concept of a 620 cut score and 2.0 GPA for entering freshman; however, the committee believes this standard will continue to disparately impact a segment of the population, particularly ethnic minority prospective student-athletes. The committee also supports the increase to 14 core courses. The committee is concerned that the number of core course offerings at high schools may vary significantly nationwide and therefore believes the Division I Board of Directors must conduct a comprehensive review of high school core course offerings prior to any further increase in the number of core courses required for initial-eligibility.
b. The committee also supported the 40-60-80 modifications to the continuing eligibility standards. The committee believes that specific criteria for a waiver of this requirement must be developed prior to the implementation of any new continuing-eligibility standard. The committee also noted that a consequence of these new standards will be the creation of less rigorous majors and that student-athletes will be steered towards “soft” majors. The legislation’s impact in this regard must be monitored to ensure that student-athletes are enrolled in a degree program that leads to better opportunities for success after college. Lastly, the committee noted that the NCAA should engage in an educational program for high schools, two-year colleges and other appropriate organizations to ensure prospective student-athletes are aware of these new standards.
15. NCAA Diversity Education. The committee reviewed the 2001-02 Diversity Education program and the advanced workshops to be available in 2003 addressing gender, race and sexual orientation.
16. American Indian Mascot Study. The committee received an update from the American Indian mascot subcommittee regarding the use of mascots in intercollegiate athletics. The subcommittee will continue to review information and draft preliminary recommendations for the full committee’s September 2002 meeting. A final report will be presented to the Executive Committee Subcommittee on Gender and Diversity Issues in October 2002.
17. 2002-03 and 2003-04 MOIC/CWA budget requests. The committee reviewed the 2002-03 and 2003-04 MOIC/CWA budget requests, and noted final approval will occur at the Executive Committee’s August meeting.
18. MOIC Strategic Plan and Five-Year Budget Plan. The committee reviewed the strategic plan and five-year budget plan.
19. NCAA Demographics Data. The committee reviewed preliminary data from the 2001-02 Race Demographics Report, and noted the full report will be reviewed at the September 2002 meeting. Also, the committee reviewed the 2000-01 Student-Athlete Ethnicity Report and the 2000-01 Gender Equity Study.
20. NCAA Senior Woman Administrator position. The committee reviewed the NCAA senior woman administrator position and duties for Divisions I, II and III.
21. NCAA Convention Education Session. The committee reviewed topics to be recommended during the NCAA Convention education session, and noted the assignment of a race and gender session as well as a review of the American Indian mascot study.
22.
Future meeting dates and sites. The next meetings will
be held September 23-25, 2002, Phoenix, Arizona (Ritz Carlton); and January
27-28, 2003, Indianapolis, Indiana.
