1.      Welcome and Announcements.  Mr. Lunder welcomed the committee to Key West.

The previous meeting's minutes were reviewed and accepted.

It was VOTED

"That the minutes of the February 26-29, 2004, meeting be approved."

2.   Business Items.

a.   Mr. Lunder led a discussion about Nancy Cross' letter of concern over frustration due to incomplete applications as result of the timing of winter regional sports and national championships.  It was agreed that the dates for winter sports applications to be received by the regional selection committee chairs and the national office be adjusted.  By extending the deadline one week, applications should include more regional and national championship information, helping the selection process at the regional level

      It was VOTED

"That the deadline for winter sports for the 2004-05 academic year be adjusted from February 18 to February 25, 2005 and the deadline for the finalists to the national office move from March 18 to March 25, 2005."

b.   Mr. Lunder lead a discussion around the Walter Byers Scholarship finalists.  The recommendation is that the committee be amenable to reallocate four scholarships to the finalists of the Walter Byers Scholarship.  This would be done on a rotation basis defined below.

1.)  Year one:  fall sports awardees equal 28 men and 28 women, winter sports awardees equal 28 men and 28 women, and spring sports awardees equal 29 men and 29 women for a total of 170 awards.  Four (two from fall sports and two from winter sports) awards to be reallocated to the Walter Byers Scholarship finalists.

2.)  Year two:  fall sports awardees equal 28 men and 28 women, winter sports awardees equal 29 men and 29 women, and spring sports awardees equal 28 men and 28 women for a total of 170 awards.  Four (two from fall sports and two from spring sports) awards to be reallocated to the Walter Byers Scholarship finalists.

3.)  Year three:  fall sports awardees equal 29 men and 29 women, winter sports awardees equal 28 men and 28 women, and spring sports awardees equal 28 men and 28 women awardees for a total of 170 awards.  Four (two from winter sports and two from spring sports) awards to be reallocated to the Walter Byers finalists.

4.)  Year four repeats the cycle.

3.   Review of Applications.  The committee reviewed 142 winter sports applications and awarded 29 postgraduate scholarships for men's sports and 29 postgraduate scholarships for women's sports.  In addition, five alternates were selected for both men's and women's sports.  The awardee listings are attached.

4.   Review of Correspondences to the Committee.

  1. The committee approved an extension request from Emily Carlsten, a 2001 NCAA Postgraduate Scholarship awardee.  Ms. Carlsten received a one-year extension based on her original award, meaning she must be enrolled in the graduate institution of her choice and submit a request for the scholarship payment so that it can be paid out not later than August 31, 2005.  No further extension will be considered unless extenuating circumstances arise.

  1. The committee approved an extension request from Aaron Cuny, a 2001 NCAA Postgraduate Scholarship awardee.  Mr. Cuny was granted a two-year extension based on his original award, meaning he must be enrolled in the graduate institution of his choice and submit a request for the scholarship payment so that it can be paid out not later than August 31, 2006.  No further extension will be considered unless extenuating circumstances arise.

  1. The committee denied an extension request from Ms. Annmarie Gagnon, a 1996 NCAA Postgraduate Scholarship awardee.  Ms. Gagnon's request for an extension was denied due to the fact that she had five years to use the award (until August 2001) and did not.

  1. The committee approved an extension request from Katherine Johnson, a 2001 NCAA Postgraduate Scholarship awardee.  Ms. Johnson was granted a one-year extension based on her original award, meaning she must be enrolled in the graduate institution of her choice and submit a request for the scholarship payment so that it can be paid out not later than August 31, 2005.  No further extension will be considered unless extenuating circumstances arise.

  1. The committee approved an extension request from Sarah Johnston, a 2002 NCAA Postgraduate Scholarship awardee.  Ms. Johnston was granted a two-year extension based on her original award, meaning she must be enrolled in the graduate institution of her choice not later than the spring 2006-07 semester.  She must submit a request for the scholarship payment so that it can be paid out not later than May 31, 2007.  No further extension will be considered unless extenuating circumstances arise.

  1. The committee approved an extension request from Jeffery Olenick that was not on the agenda but was considered due to the nature of his work with the Department of Defense working in the Arabian Gulf region and the timing of his e-mailed request.  Mr. Olenick was granted a two-year extension based on his original award, meaning he must be enrolled in the graduate institution of his choice not later than the 2005-06 academic year.  The scholarship must be paid not later than May 31, 2006.  No further extension will be considered unless extenuating circumstances arise.

5.   Adjournment.  The meeting adjourned at 2 p.m. Saturday, April 24, 2004.
