[Note:  These minutes contain only actions taken (formal votes or stated "sense of the meeting") in accordance with NCAA policy regarding minutes of all Association entities.  While certain items on the committee's agenda were acted on at various times throughout the meeting, all final actions within a given topic are combined in these minutes for convenience of reference.]

The meeting was called to order at 6 p.m. by the chair, Ms. Schaukowitch.  All members were present as noted above.

1.      Welcome.  Ms. Schaukowitch welcomed the committee to Indianapolis.

The previous meeting's minutes were reviewed and accepted.

It was VOTED

"That the minutes of the April 21-24, 2005, meeting be approved."

2.   Business Items.

a.       The committee reviewed the first-year commitment to the Walter Byers Scholarship finalists.

b.      The committee approved a recommendation to the Management Council that would change policy to permit a Walter Byers Scholarship finalist who previously received a Postgraduate Scholarship to also receive the Walter Byers scholarship in the event the original Walter Byers awardee is unable or unwilling to use the award.

c.       The committee discussed online nomination submission, which would be available to the committee for testing during the 2005-06 academic year.  The committee agreed that a pilot group of schools that are very familiar with the process and regularly submit nominations should be asked to test the online submission process in spring 2006 before rolling it out to the membership fall 2006.

d.      The committee agreed to nominate Marchelle "Cricket" Lane to serve as chair of the committee next year.  She accepted the nomination to serve.

3.   Review of Applications.  The committee reviewed 138 spring sports applications and awarded 29 postgraduate scholarships for men's sports and 29 postgraduate scholarships for women's sports.  In addition, five alternates were selected for both men's and women's sports.  The spring awardee listings are attached.

4.   Review of Correspondence to the Committee.

  1. The committee approved an extension request from Ilkka Jantti, a 2002 NCAA Postgraduate Scholarship awardee.  Ms. Jantti was granted a one-year extension based on her original award, meaning she must be enrolled in the graduate institution of her choice and submit a request for the scholarship payment so that it can be paid not later than August 31, 2006.  No further extension will be considered.

  1. The committee approved an extension request from Brian Gornick, a 2002 NCAA Postgraduate Scholarship awardee.  Mr. Gornick received a two-year extension.  He must be enrolled in the graduate institution of his choice and submit a request for the scholarship payment so that it can be paid not later than August 31, 2007.  No further extension will be considered.

c.   The committee considered a request from Robert Morse, a 1972 NCAA Postgraduate Scholarship awardee, who was asking to use his award.  The committee agreed to deny the request based on language from 1972 application that said, "The recipient of an NCAA scholarship is expected to enroll in a graduate program at the earliest opportunity except for military service or church obligations."  The committee agreed that 2005 is not the earliest opportunity he has had to enroll in a graduate degree program.

  1. The committee reviewed an exception request from Sara McGee who was asking that she be allowed to use her NCAA Postgraduate Scholarship toward a combined BS-MSN program at Johns Hopkins University.  The committee agreed not to grant the request because the scholarship guidelines specifically state the award must be used toward a postgraduate degree program.  Since the accelerated nursing program is an undergraduate program, the committee agreed the scholarship could only be used toward the MSN portion of the program.

  1. The committee reconsidered a request from Tyler Harlton, a 1998 NCAA Postgraduate Scholarship awardee who was previously granted an extension through August 2005 .  Mr. Harlton asked if he could use his NCAA Postgraduate Scholarship toward a postgraduate law degree at McGill University, even though the degree earned will not have a "master's" designation.  The committee agreed it was a matter of semantics and that such a degree would be recognized in the United States as a Juris Doctor.

5.   Adjournment.  The meeting adjourned at 4 p.m. Saturday, June 25, 2005.
