NCAA DIVISION I CHAMPIONSHIPS/COMPETITION CABINET

 

 

 

 

The NCAA Division I Championships/Competition Cabinet submits this report from its June 9-10, in-person meeting in Indianapolis, Indiana.

 

 

 

 

1.

LEGISLATIVE ACTION ITEMS.

 

 

 

Association-wide.

 

 

 

Use of "Sportsmanship"

 

 

 

 

 

 

(1)

Recommendation.  That the NCAA Division I Certification Committee and NCAA Sports Rules Committee use the term "sportsmanship" to replace "sporting conduct" throughout all NCAA certification and rules documents.  The committees had changed the term in several of their documents.

Rationale.  The committee determined that "sporting conduct" did not have the same impact as the term "sportsmanship," and if the term were changed the meaning would be lost.  The committee also felt it was important to have consistent language throughout NCAA publications.

2.

INFORMATIONAL ITEMS.

 

 

 

Association-wide.

 

 

 

a.

Gambling Update.  The NCAA continues to support federal legislation that would prohibit sports wagering on amateur athletics in the state of Nevada, as well as Internet sports wagering.  The committee received a report on the precedent for sanctions on student-athletes and athletics administrators having been found in violation of NCAA sports wagering legislation.  The committee was updated on the NCAA Sports Wagering Study.  It will be implemented in September 2003 and cover 30,000 male and female student-athletes in Divisions I, II and III.

 

 

 

 

b.

Sportsmanship Award.  The committee discussed the new criteria for the award and agreed that even though it could not include teams and administrators on the 2004 form, it would make special provisions in extraordinary cases.  

 

 

 

 

c.

MET-Rx/Playboy Update.  The committee will forward a letter from its chair to the Executive Committee, and Divisions I, II and III Management Councils, urging institutions within the membership to discontinue their association with the MET-Rx/Playboy All-American selection process.  The committee received support for its recommendations from the Committee on Women's Athletics and the Competitive Safeguards and Medical Aspects of Sports Committee.

 

 

 

 

d.

Sports Bylaw and Playing Rules Working Group Request.  The committee reviewed and edited legislative changes developed by the NCAA Sportsmanship Working Group.  The group was put in place at the national office to review existing legislation regarding sportsmanship and ethical conduct and make recommendations if necessary.  Along with recommendations to strengthen Divisions II and III's approaches to sportsmanship and ethical conduct, one of the most significant recommendations would require the membership to adopt and enforce rules governing violations of misconduct during regular season competition that currently apply to NCAA championships.

Division I Certification Committee Request for Feedback.  The committee provided edits and comments to the Division I Certification Committee regarding operating principle 4.4, and the self-studies item related to sportsmanship and ethical conduct.

 

 

 

 

f.

Strategies to Improve Sportsmanship.  The committee reviewed its fall 2002 strategies submitted to the Management Councils and Division I Men?s Basketball Committee.  The committee strengthened and clarified language and will re-submit to the Management Councils for support.

 

 

 

 

g.

Proposed Articles on Ethics.  The committee believed it would support its philosophy to publish a series of articles focused on ethical behavior and good sportsmanship.  The staff was encouraged to discuss a quarterly insert in the NCAA News with its editor for 2004-05 and 2005-06.

 

 

 

 

h.

Strategic Plan and Budget.  The committee reviewed its plan and noted that several positive events had occurred, including the Sports and Fan Behavior Summit.  

 

 

 

 

i.

Citizenship Through Sports Alliance (CTSA) Update.  The NCAA's annual CTSA sportsmanship award winners were: University at Buffalo, the State University of New York women's soccer team, and Paul Moore of West Virginia Wesleyan College.  They received this award at the CTSA's Annual Awards Reception held in conjunction with the National Association of Collegiate Directors of Athletics Convention.  The NCAA will join other CTSA members in contributing two tickets to their premiere events to be placed within an "Ultimate Sports Package" that will be auctioned off to raise funding for a variety of CTSA character development activities.

Election of New Chair.  The committee approved the election of Marion "Woody" Gibson of High Point University as chair beginning September 2003.
