2007-08 Men's Academic Year Events


The NCAA no longer certifies men's events during the academic year.

FALL/ACADEMIC YEAR (September to March) -

All live evaluations during the academic year (except during the April contact period) shall be limited to regularly scheduled high-school, preparatory school and two-year college contests/tournaments, practices and regular scholastic activities involving student-athletes enrolled only at that institution.  It is not permissible for Division I men's basketball coaching staff members to evaluate prospects participating in an organized non-scholastic event during these periods.  

APRIL - NCAA Bylaw 13.1.8.8 states:

Evaluations at nonscholastic events during the April contact period are limited to events that are approved, sanctioned, sponsored or conducted by the applicable state high school, preparatory school or two-year college association, National Federation of High School Associations or the National Junior College Athletic Association. Coaching staff members may only attend such an event on Saturday and/or Sunday, and not on any weekend during which the PSAT, SAT, PLAN or ACT national standardized tests are administered, regardless of where the event occurs. If an approved nonscholastic event occurs at a high school, preparatory school or two-year college, it is not necessary to have a contact with a prospect who attends the educational institution.

NCAA Membership services has confirmed that the designation of "applicable," as opposed to any, indicates that a junior college association CANNOT sanction, sponsor, conduct or approve a high school event (or vice versa) in order to have Division I coaches attend the event, as this is not the applicable entity for the participants involved.   the responsibility to ensure that the events meet the legislated requirements.  Any questions about the application of the rule should be directed to NCAA Membership Services at 317-917-6222.

Each institution is responsible for ensuring the appropriate entity sanctioned, sponsored, approved or conducted the event prior to permitting coaches to attend.  This decision is generally made by the institution's compliance office, who would consult with NCAA membership services if assistance is needed in making that determination.

Because the NCAA does not certify men's events in April, a list of men's academic year events will not be posted on the NCAA Web site.

Instead, event operators should be prepared to provide a copy of their approval letter from the applicable entity directly to the college coaches so the institution's compliance officer can review it and determine whether their coaches can attend the event.  If the event has a Web site, it is advised to post the approval letter there for the NCAA coaches.  If the letter purely states that the entity does not object to the operation of the event and does not specify that the academic entity has " approved, sanctioned, sponsored or conducted", the requirements of the above legislation would not be met.   If an NCAA Division I coach were to attend such an event, a violation will have occurred and the NCAA enforcement process would be invoked.
