SUBJECT: Drug-Testing Results from August 2002 to June 2003.
Pursuant to Bylaw 18.4.1.5.2, the NCAA Executive Committee has the authority to approve any changes to the NCAA drug-testing program. In addition, according to the drug-testing program protocol 8.4, the NCAA Committee on Competitive Safeguards and Medical Aspects of Sports (CSMAS) will send a report of aggregate findings to the NCAA Executive Committee. No report of aggregate data will be otherwise released -without the approval of the NCAA Executive Committee. The CSMAS met June 20-22 to review the latest drug-testing results and makes the following recommendation:
Recommendation. That the results of the NCAA drug-testing program for the period from August 2002 to June 2003 (Attachment A) be approved for publication, effective immediately.
Rationale. These are the latest results from the NCAA drug-testing program, and provide the membership and researchers with data with which to develop policy regarding sports drug-testing. Approval of these results will permit publication, and will allow for the development of collateral material that describes needs and trends in drug use among collegiate athletes. Following approval of these results, the CSMAS will publish an article in the fall 2003 Health and Safety Centerpiece of the NCAA News presenting findings and implications to the membership.
