SUBJECT: Strategic Plan.
The Strategic Plan is now ready for final consideration by the Executive Committee.
The Committee should assess this plan in two ways. First, it should consider the broad framework. That includes the core purpose, the core values and the three- to five-year goals (Attachment A). Those elements were reviewed at the January Convention, and this version contains only very minor revisions from what was presented at that time. Formal approval of the strategic plan is needed.
Second, the Executive Committee
should review the proposed initiatives that support the plan’'s
goals and objectives (Attachment B).
National office staff developed these initiatives after ad hoc subcommittees
examined each of the plan’'s 18
objectives. The staff also created proposed outcome measures to determine if
success has been achieved. This latter document is intended for internal
use, and it will not be circulated to the membership. Since the document
is for internal use in managing the plan, formal approval is not required.
Budget allocations for the 2004-05 and 2005-06 biennium will be tied to the initiatives described in this plan. The Executive Committee will be asked to approve the allocations, as well as the next biennium budget, in August. The management document refers to a number of these resource requirements. All expenditures for this purpose will come from existing and reallocated sources.
Once the Executive Committee approves the plan, the national office staff will be held accountable for its implementation. The staff will report to the Executive Committee at appropriate periods to review progress relative to the strategic plan.
This plan is the result of countless hours of work. Over 7,000 individuals in the membership were provided with the opportunity to help frame the plan, either through face-to-face interaction or through participation in a Web survey. The process has been open, inclusive and thorough. In particular, I want to sincerely thank each of you for your contributions to the planning process and the final plan.
