REPORT OF THE

NCAA EXECUTIVE COMMITTEE

SUBCOMMITTEE ON GENDER AND DIVERSITY ISSUES

 

 

1.         ACTION ITEMS.

 

a.                  Adoption of Title IX resolution.

 

(1)        Recommendation.  Adopt a resolution concerning the U.S. Department of Education’s March 17, 2005, “Additional Clarification of Intercollegiate Athletics Policy.”  (See Executive Committee Supplement No. 10.)

 

(2)        Rationale.  The subcommittee unanimously supports the resolution which reaffirms the Association’s adherence to the 1996 Clarification and basic principles of equity under Title IX.

 

(3)        Budget Impact.  None.

 

b.Senior woman administrator designation.

 

(1)        Recommendation.  Request staff to assemble a working committee, with representation from the subcommittee, each division and the Committee on Women’s Athletics (CWA), and including the guidance of general counsel, to generate a more precise distinction of the senior woman administrator (SWA) designation.

 

(2)        Rationale.  General counsel reviewed the bylaws defining the SWA designation.  The SWA designation was created to provide a way to include female representation in the NCAA governance process and to encourage institutions to include females on the athletics department management team.  The subcommittee affirms the continued need for the SWA designation and believes there is a misunderstanding about the designation of SWAs.  The SWA designation was not intended to be a job title and this should be clarified with the membership.

 

(3)        Budget Impact.  None.

 


2.         INFORMATIONAL ITEMS.

 

a.                  NCAA national office staff demographics.  The subcommittee received an update about the current national office staff gender and race demographics, noting the insubstantial change in the number of females and ethnic minorities in upper-level management positions.  The subcommittee requests that staff provide national office demographics (a) on a quarterly basis; (b) in a manner that clarifies the overlap of females and ethnic minorities to ensure individuals are not counted twice; and (c) in a manner demonstrating the result of hiring practices for females and ethnic minorities. 

 

b.                  American Indian mascot update.  The subcommittee received a progress report on the self-evaluation being conducted by selected institutions.  To date, fewer than one-third of selected institutions have responded to the self-evaluation, due May 1.  The subcommittee expressed concern with the lack of responses received to date.  Staff noted exceptions to the deadline (e.g., extensions and pending litigation).  The Minority Opportunities and Interests Committee (MOIC) will review all the self-evaluations at its June meeting and will present its findings and recommendations to the subcommittee in August.  On receiving the findings and recommendations, the subcommittee will report to the Executive Committee for a final determination on this issue. 

 

c.                   Office for Diversity and Inclusion update.  The subcommittee heard an update about the search for the new vice-president for diversity and inclusion, noting the individual will have responsibilities both internally at the national office and externally with the membership.  After forthcoming meetings with President Brand and the national office staff, the search advisory committee anticipates a final announcement by the end of May. 

 

d.                  CWA Update.  The committee applauds President Brand’s response to the U.S. Department of Education’s March 17, 2005, “Additional Clarification of Intercollegiate Athletics Policy” which reaffirmed the Association’s commitment to Title IX.  The committee expressed disappointment about the lack of female and ethnic minority representation on the NCAA Presidential Task Force on the Future of Intercollegiate Athletics.  Among several ongoing items, the committee is reviewing when emerging sports status should be retained or removed.  The committee also noted the continued success and expansion of the Women Coaches Academy, as well as the recent success of the Gender Equity and Issues Forum.   

 

e.                  MOIC update.  The committee provided an update on the NCAA Coaches Academy and noted the two tiers of the NCAA coaching program.  The committee also provided an update on the Matching Grants for Minority and Women Coaches program and noted that $165,000 in grants was provided to eight groups.  Staff reported that members of the selection committee for the Leadership Institute for Ethnic Minority met to identify facilitators for the program which will take place June 24-26. The committee received updates on the Fellows and NCAA internship program.  Staff reported that the employment registry will be available June 2005 and noted its upcoming June agenda includes continued consideration of strategies for ethnic minority hiring in head coaching and upper athletics administration.

 

f.                    NCAA committee demographics.  The subcommittee requests that staff provide information about the legislated committee composition requirements throughout the governance structure and the actual number of women and minorities currently serving on each committee.

 

g.                  Subcommittee leadership.  The subcommittee noted vice-chair Clinton Bristow Jr. will assume the role of chair with Donald Beggs’ term expiration.  The subcommittee thanked Dr. Beggs for his leadership and dedication as chair.
