The meeting was called to order at 8:30 a.m. Eastern time by the chair, President Harrison.  All members were present as noted above.

1.         Future NCAA Convention dates and sites.  The subcommittee reviewed a request from the NCAA branding and communication staff for approval of future NCAA Convention dates and sites.  In an effort to secure sites that would be desirable for the membership as well as to benefit from the financial incentives for multiyear deals, the staff recommended securing dates and sites through 2019.  [Attachment]

It was VOTED

“To approve future NCAA Convention dates and sites as noted through the year 2019.”

2.         Banned drug list.  The subcommittee reviewed a request from the NCAA Committee on Competitive Safeguards and Medical Aspects of Sport (CSMAS) that the Executive Committee provide CSMAS the authority to create exceptions to the examples of banned drugs from the list of banned drug classes without requiring legislative action.  CSMAS noted that in 1986 the Executive Committee developed and approved an NCAA list of banned drug classes with examples under each class.  Since then, the list has been reviewed annually by CSMAS for any revisions.  Increased flexibility in this area will permit CSMAS to respond to the rapidly changing drug environment while still providing adequate notice to the membership whenever drugs are added to the list.  CSMAS noted that any changes to the legislated drug classes (e.g., stimulants, anabolic steroids, diuretics, and street drugs) would require legislative action by each division.

It was VOTED

“To provide CSMAS the authority to create exceptions to the examples of banned drugs from the list of banned drug classes without a legislative action.”

3.         Adjournment.  The meeting adjourned at 8:55 a.m. Eastern time.
