April 28, 2006

TO:  Members of the NCAA Executive Committee.

FROM:    Bernard W. Franklin

Senior Vice President for Governance and Membership

               Delise S. O'Meally

               Director of Governance and Membership.

SUBJECT:  Association-wide Committee Meeting Frequency – Waiver Requests.

In accordance with NCAA Bylaw 31.7.2.1.4 (meeting frequency), the NCAA Executive Committee must authorize an exception to the two meetings per year for Association-wide committees.

Accordingly, NCAA staff requested that all Association-wide committees wishing to meet more than twice per year in person for 2006-07 and 2007-08 were required to a submit rationale for their requests.

The Committee on Women’s Athletics and the Postgraduate Scholarship Committee requested waivers.   The rationales are presented on the attached charts.

RECOMMENDATION:  The staff recommends that the Executive Committee continue to affirm its commitment to increase the efficiency and effectiveness of its committee structure and to grant exceptions to the two in-person meetings per year rule for special projects only.  For 2006-07 and 2007-08, the staff recommends that the Committee on Women’s Athletics and the Postgraduate Scholarship Committee be granted three in-person meetings.
