Report of the

NCAA DIVISION I men's SOCCER Committee

 

 

1.      ACTION ITEMS.

 

a.      Automatic Qualification.

 

(1)    Recommendation. That the following conferences be approved for automatic qualification for the 2007 NCAA Division I Men’s Soccer Championship: America East Conference, Atlantic Coast Conference, Atlantic Sun Conference, Atlantic 10 Conference, Big East Conference, Big South Conference, Big Ten Conference, Big West Conference, Colonial Athletic Association, Conference USA, Horizon League, Ivy Group, Metro Atlantic Athletic Conference, Mid-American Conference, Mid-Continent Conference, Missouri Valley Conference, Mountain Pacific Sports Federation, Northeast Conference, Pacific-10 Conference, Patriot League, Southern Conference and the West Coast Conference.

 

(2)     Rationale. All eligible conferences are being recommended.

 

(3)     Estimated Budget Impact. None.

 

(4)     Student-Athlete Impact. None.

 

b.      Selection Criteria.

 

(1)     Recommendation. That the criteria for selecting teams to the men’s soccer championship be modified to include “strength and results against nonconference opponents; results against teams already selected to the tournament; and late-season performance,” effective with the 2007 season.

 

(2)     Rationale. The changes serve to “fine-tune” the current selection criteria. The criteria are also being separated into primary and secondary factors, which will more closely align them with the selection criteria followed by the NCAA Division I Women’s Soccer Committee. With these additions, the selection criteria would read as follows:

 

When selecting teams, the Division I men’s soccer committee will weigh the following primary and secondary factors (not necessarily in preferential order): 

 

Primary Factors:

·              Head-to-head competition.

·              Results versus common opponents.

·              Strength and results against nonconference opponents.

·              Recommendations of regional advisory committees.

·              Adjusted Rating Percentage Index (RPI), which includes:

(a) Won-lost record (25 percent).

(b) Strength of schedule (50 percent).

(c) Opponents’ strength of schedule (25 percent).

(d) Bonus/penalty system.

 

Secondary Factors:

·              Results against teams already selected (including automatic qualifiers with an RPI of 1-75).

·              Late-season performance in last eight games (strength and results).

·              Eligibility or availability of student-athletes.

 

(3)     Estimated Budget Impact. None.

 

(4)     Student-Athlete Impact. None.

 

c.      Winning Percentage of .500 or Better.

 

(1)     Recommendation. That teams selected for an at-large berth to the men’s soccer championship have an overall won-loss record of .500 or better.

 

(2)     Rationale. The committee feels there are many quality men’s soccer teams and that teams participating in the championship should have achieved a winning record to be selected for postseason competition. This policy is in effect for women’s soccer.

        

(3)     Estimated Budget Impact. None.

 

(4)     Student-Athlete Impact. None.

 

d.      Preliminary-Round Site Selection.

 

(1)      Recommendation. That the criteria for selecting preliminary-round host sites be adjusted from facility = 45 percent; committee recommendation = 47 percent; and attendance history = 8 percent; to committee ranking = 60 percent; and facility evaluation = 40 percent.  

 

(2)      Rationale. This process has been followed by the committee for many years to select preliminary round hosts when both opponents were unseeded. Committee ranking is based on a team’s RPI. The process is being simplified to expedite the selection of hosts since there is a short turnaround period between rounds.

 

(3)      Estimated Budget Impact. None.

 

(4)     Student-Athlete Impact. None.

 

e.      Committee Composition.

 

(1)        Recommendation. That the composition of the 10-person men’s soccer committee be amended to specify that five members shall be from Football Bowl Subdivision (FBS) institutions, and that five members shall be representatives from Division I or Football Championship Subdivision (FCS) institutions.

 

(2)        Rationale. The committee feels that a change in committee composition is warranted for men’s soccer since more than half of NCAA institutions sponsoring the sport are Division I and FCS institutions.

           

(3)        Estimated Budget Impact. None.

 

(4)        Student-Athlete Impact. None.

 

         f.       Committee Chair.

 

(1)        Recommendation. That Ken Kavanagh, director of athletics at Bradley University, serve as chair of the committee, effective September 1, 2007.

 

(2)        Rationale. The current chair, Noreen Morris, will rotate off the committee.

 

(3)        Estimated Budget Impact. None.

 

(4)        Student-Athlete Impact. None.

 

 

2.      Informational Item.

 

The men’s and women’s committees are investigating the need for a national officials’ assignor for men’s and women’s soccer. Soccer is one of the few sports that currently does not have a national assignor. If the position is deemed to be necessary, a recommendation for funding will be forwarded to the NCAA Division I Championships/Competition Cabinet in September 2007.
