REPORT OF THE

POSTSEASON FOOTBALL LICENSING SUBCOMMITTEE

INFORMATIONAL ITEMS.

1.     Relicensing of Current Bowls.  The subcommittee relicensed the following bowl games for the 2007-08 season:  Alamo, Allstate Sugar, AT&T Cotton, AutoZone Liberty, BCS National Championship, Bell Helicopter Armed Forces, Brut Sun, Capital One, Champs Sports, Chick-fil-A, Emerald, Fed Ex Orange, Gator, Gaylord Hotels Music City, GMAC, Humanitarian, Insight, International, Meineke Car Care, Motor City, New Mexico, Outback, Pacific Life Holiday, Papajohns.com, PetroSun Independence, Pioneer Pure Vision Las Vegas, R+L Carriers New Orleans, Rose, San Diego County Credit Union Poinsettia, Sheraton Hawaii, Texas and Tostitos Fiesta.

2.          Letter of Credit.  The subcommittee examined the criteria for a letter of credit.  It was determined that a financial subcommittee would be established to review the criteria and provide feedback to the full subcommittee.

3.          Penalty Structure.  The subcommittee agreed to consider implementing a penalty structure for bowls that fail to notify the NCAA in a timely manner of changes to their licensing agreement.  At its June meeting, the subcommittee determined to send a letter to each postseason football sponsoring agency and participating conferences reminding them of changes to information in the licensing agreement subsequent to the April meeting.  They will need prior approval from the postseason football licensing subcommittee.  Failure to comply with the current policy could impact bowl licensing in the following year.

4.          Business Plans.  At its June meeting, the committee reviewed future business plans of selected bowl games that responded to questions raised at its April bowl meeting.

5.          Key Financial Indicators.  The committee reviewed a subcommittee report chaired by Pete Boone.  The report provided key financial indicators that were developed to better evaluate the financial strength of each postseason football sponsoring agency.  It was determined that the data and financial ratios should be shared with the Football Bowl Association to receive feedback.  The subcommittee discussed how the key financial indicators could be used to modify the current letter of credit policy.  The subcommittee supported using the indicators as an assessment tool and will continue the discussion at its September meeting.
