REPORT OF THE

NCAA DIVISION I CHAMPIONSHIPS/COMPETITION CABINET

MISCONDUCT APPEALS SUBCOMMITTEE

INFORMATIONAL ITEM.

·              Misconduct Proposal and History Analysis.  The NCAA Division I Championships/Competition Cabinet Misconduct Appeals Subcommittee reviewed the status of the proposed misconduct legislation submitted on behalf of the men’s and women’s basketball committees that is currently in the legislative cycle.  The subcommittee discussed the need for consistency in the application of penalties and sanctions allowed under the misconduct provisions.  The subcommittee agreed on the following steps as it prepares for the September cabinet meeting:

o             The subcommittee will monitor the status of the legislation to determine future plans.

o             The subcommittee decided that the cabinet should review its previous decision and limit the application of any revised misconduct interpretation to only men’s and women’s basketball.

o             The subcommittee will review the history of misconducts and analyze the consistencies and/or inconsistencies in the application of penalties allowed under the misconduct provisions.

o             The subcommittee will study various models for sports committees and the cabinet to use in the handling of misconduct cases.  The Misconduct Appeals Subcommittee also will review its role in the misconduct process.
