REPORT OF THE

NCAA DIVISION I FIELD HOCKEY COMMITTEE

 

 

1.      ACTION ITEMS.

 

a.      Rules Interpreter Funding. 

 

(1)     Recommendation.  That funding be provided for the rules interpreter to receive a yearly stipend of $1,500, plus travel expenses to attend the committee’s annual meeting, effective 2008-09. 

 

(2)     Rationale.  During the September 2006 cabinet meeting, the position of rules interpreter was approved therefore eliminating the need of having a current coach on the committee serve in this role starting in 2008.  The interpreter works across all three divisions, serving as the interpreter to all institutions that sponsor field hockey and aids the committees in any rules modifications that need to be addressed for the collegiate game.  When the concept of this position was recommended, the noted intent was to request funding for a stipend and for the selected individual to attend the committee’s annual meeting.  The committee believes both initiatives are important to recruiting a successful candidate to serve the field hockey community.  It should be noted that these funding requests are being recommended to all three divisions. 

 

(3)     Estimated Budget Impact.  $2,315 ($1,500 stipend plus, $1,815 for transportation, hotel and per diem to attend committee’s annual meeting. Estimated expenses are based on a four-day annual meeting.)

 

(4)     Student-Athlete Impact.  None.

 

 

         b.      Officials' Assignor – Financial Increase.

 

                  (1)     Recommendation.  That funding be provided for travel expenses and an increase in the compensation for the National Officials' Assignor, effective 2008-09.

 

                  (2)     Rationale.  Currently, the stipend for the assignor is $6,000 (including travel expenses to Division I NCAA Field Hockey Championship first/second rounds and semi-finals/final, as well as compensation for assigning officials for all three divisions).  The committees believe an increase is fair based on the time and effort required of the position, as well as, the ability for the assignor to attend the committee’s annual meeting each year.  It should be noted that all three divisions will be requesting an increase of $1,000 to supplement the stipend.

 

                  (3)     Estimated Budget Impact.  $2,165  ($1,000 for increase in compensation and $1,165 in travel expense).

 

                  (4)     Student-Athlete Impact.  None.

 

 

2.      INFORMATIONAL ITEMS.

 

a.            Performance Index.  The committee discussed the cabinet’s request by clarifying its use of a performance index when it has available a Rating Percentage Index (RPI). The committee feels that the performance index provides a better indicator of quality of wins and losses as it relates to strength of schedule.  The performance index can be used throughout the entire season to track teams for selection consideration.  The RPI is a calculation that is best reviewed and provides the greatest value when all contest results are entered near or at the end of a season. 

 

b.            List of financial priorities. The committee established the following financial priorities for the cabinet’s consideration:

 

(1)     Funding for Rules Interpreter – (Additional costs: $2,315)

 

(2)         Financial Increase for Officials Assignor – (Additional costs:  $2,165)
