REPORT
OF THE
NCAA
FOOTBALL ISSUES COMMITTEE
INFORMATIONAL ITEMS.
1. Working
Subcommittees. The
committee agreed to focus its efforts over the next several months on four key
issues impacting college football: the Academic Progress Rate, sportsmanship,
minority hiring and issues related to agents, gambling and amateurism. The committee will establish
subcommittees to concentrate on each topic and provide reports for full committee
consideration during its January 2008 meeting.
2.
Legislation. The committee received a preliminary
update on recently proposed legislation related to football. The committee will meet via conference
call in the coming months to take a position on these proposals after getting
feedback from their conference membership and coaches.
3.
Bowl
Eligibility Waiver. Per NCAA Bylaw
30.9.2.2.1, the committee approved a waiver of the 90 percent financial aid
requirement to permit a FBS institution (San Jose State University) to count a
victory against a FCS institution (UC-Davis) toward meeting the six-victory
requirement for postseason bowl eligibility.
