1. Temporary substitute for April
21 Committee on Infractions hearing. The Management Council
Administrative Committee approved the
temporary substitution of former committee member Jack Friedenthal for
committee member Josephine Potuto, who will be recused from participating in a
case on April 21, 2006, due
to conference affiliation.
2. Appointment
of Division I Championships/Competition Cabinet chair. The Management Council Administrative Committee appoint Carolyn
Schlie Femovich as
chair of the NCAA Division I Championships/Competition
Cabinet, effective July 1, 2006, replacing current chair Chris Dawson, as her
term on the cabinet is expiring.

Request for waiver of NCAA Bylaw 13.1.4.1
from Lehigh University. The Administrative
Committee granted a waiver of NCAA Bylaw 13.1.4.1, waiving
the provisions of the football contact period for Lehigh
University from February through
April 2006 on grounds the institution has established admissions acceptance
dates that occur after the normal contact deadline. In granting this waiver, the Committee
was apprised that the Academics/Eligibility/Compliance Cabinet is scheduled to
examine this issue to determine whether granting a waiver to the legislation is
the best approach to addressing this situation.

The conference call was called to order at 2:00 p.m.
1. Request
for waiver of NCAA Bylaw 13.1.4.1 from the College
of Holy Cross. The Administrative
Committee granted a waiver of NCAA Bylaw 13.1.4.1 waiving the
provisions of the football contact period for the College
of Holy Cross from February through
April 2006 on grounds the institution has established admissions acceptance
dates that occur after the normal contact deadline. In granting this waiver, it was noted
the Recruiting Subcommittee of the Academics/Eligibility/Compliance Cabinet is
scheduled to examine the broader issues associated with Bylaw 13.1.4.1 to
determine if an approach other than a waiver is more appropriate to address
such cases.
2. Future
calls. The next Administrative
Committee conference call is scheduled for Monday, February 13, 2006, at 10:00 a.m. Eastern time.

The conference call was called to order at 10:05 a.m.
1. Request
from University of Oklahoma
regarding an expense waiver. The Administrative Committee
granted an NCAA Bylaw 16.12.1 Expense Waiver Incidental to Participation
request to the University of Oklahoma,
to allow the institution to reimburse the cost of a meal
(valued at $35 per person) for the siblings of current student-athletes who
attended a banquet where the student-athletes were being honored for receiving
newly endowed scholarships. The Administrative Committee
previously approved a request from the institution to provide the cost of
admission to a basketball game and the subsequent awards banquet to the
immediate family members of former student-athletes for whom the newly endowed
scholarships were being named. In granting this request the
committee noted it would have been permissible for the institution to use its
Student-Athlete Opportunity Fund if institutional/conference policy would have
permitted.
2. Request
from the University of Missouri,
Columbia regarding an
expense waiver. The Administrative
Committee approved an NCAA Bylaw 16.12.1 Expense Waiver
Incidental to Participation request from the University
of Missouri, Columbia,
to allow the institution to reimburse a football student-athlete for the cost
of purchasing a tuxedo ($132.99), which he wore to two black tie regional/national
awards ceremonies at which he was honored.
In granting this request, the Administrative Committee
noted the student-athlete was unaware that the institution could have paid the
tuxedo rental cost, the cost of renting a tuxedo was in fact more than the cost
to buy one, and it would have been permissible for the institution to use its
Student-Athlete Opportunities Fund had such a use not been in conflict with
institutional rules.
3. Academics/Eligibility/Compliance
Replacement Appointment. The Administrative
Committee appointed Warde Manuel, director of athletics,
University at Buffalo, the State
University of New York, to the Division I Academics/Eligibility/Compliance Cabinet
replacing Michael Thomas as the Mid-American Conference representative.
4. Student-Athlete
Advisory Committee Appointment. The Administrative Committee
approved the appointment of Brittney Schumann, gymnastics student-athlete, University
of Oklahoma, Big 12 Conference, to
the Division I Student-Athlete Advisory Committee.
5. Future
calls. The next Administrative
Committee conference call is scheduled for Thursday, February 2, 2006, at 2 p.m. Eastern time.
