The meeting was called to order at 8:35 a.m. by the chair, Ms. Shoemake.  All members were present as noted above.

 

 

Transfer/Competition in Year of Transfer

 

1.   Eligibility of Transfer Student-Athlete for Competition in Year of Transfer. (I) The committee confirmed that if the institution from which a student-athlete transfers at midyear declares separate nonchampionship and championship segments of its playing and practice season, a student-athlete may compete during the nonchampionship segment for such an institution and during the championship segment for the certifying institution during the same


academic year in the same sport, provided the applicable transfer and progress- toward-degree eligibility requirements are satisfied. Eligibility/Eligibility for Postseason Competition – Between Terms

 

2.   Certification of Eligibility for Postseason Competition Between Terms for a Student-Athlete in His or Her Final Season of Competition. (I) The committee determined that in certifying eligibility for a postseason event between regular academic terms for a student-athlete in his or her final season of competition, if the event occurs prior to the conclusion of 14 business days after the date of the institution's last scheduled examination, an institution must use grades from the immediately preceding regular academic term (e.g., fall term if certifying for a bowl game) if enough grades have been posted to do so.  All grades posted in accordance with institutional procedures by 5 p.m. local time (where the institution is located) on the day prior to the postseason event must be considered. Recruiting/Printed Recruiting Materials

 

3.   Attachments to General Correspondence. (I) The committee determined that attachments to general correspondence may only include information that is not created for recruiting purposes, except for items that are specifically permitted as printed recruiting material (e.g., questionnaires). Recruiting/Recruited Prospective Student-Athlete

 

4.   Issuing a Financial Aid Agreement for Summer Only Does Not Trigger Recruited Status. (I)  The committee confirmed that the issuance of an institution's written offer of athletically related financial aid to a prospective student-athlete to attend a summer session prior to initial full-time enrollment does not, in and of itself, cause the prospect to become recruited.  [References:  Division I Bylaw 13.02.10.1 (recruited prospective student-athlete) and a 6/8/05 staff interpretation, item 1b, which has been archived]

 

 

Recruiting/Telephone Calls

 

5.   Telephone Calls to Prospects After the Limit on Calls during a Particular Time Period is Reached. (I) The committee confirmed that once an institution has made a countable


telephone call to a prospect or a prospect's relatives or legal guardian(s) that results in the limit on calls for the particular time period being reached (e.g., one per month, one per week, two per week), the institution may not initiate an additional telephone call during the same time period, even if no direct conversation occurs during the second call (e.g., voicemail message).  [References:  Division I Bylaws 13.1.3.1 (time period for telephone calls-general rule), 13.1.3.1.1 (exception -- Divisions I-A and I-A football), 13.1.3.1.2 (exception -- men's basketball), 13.1.3.1.3 (exception -- women's basketball) and 13.1.3.1.4 (exception -- ice hockey); a 2/6/91 staff interpretation, item f; and a 10/25/05 staff interpretation, item a, which has been archived.]

 

 

Eligibility/Prior Approval for Interim Term Courses

 

6.   Prior Approval for Courses Taken During an Interim Term at Another Institution. (I) The committee determined that courses taken at another institution during an interim term (e.g., J-term) during the academic year may be used to satisfy progress-toward-degree requirements, provided the student-athlete receives prior approval by appropriate academic officials of the certifying institution.  [References:  Division I Bylaw 14.4.3.4.4 (prior approval -- summer courses at other institutions); a 12/28/88 staff interpretation, item a; and a 5/4/05 staff interpretation, item 1, which have been archived.]

 

 

Eligibility/Outside Competition

 

7.   Participation in Junior Levels of Pan American, World Championship and World Cup Tryouts and Competition as an Exception to Outside Competition. (I)  The committee determined that a student-athlete's participation in junior levels of Pan American, World Championship and World Cup tryouts and competition qualifies as an exception to the outside competition rule in all sports.  [References:  Division I Bylaws 14.7 (outside competition, effects on eligibility), 14.7.1 (outside competition - sports other than basketball), 14.7.2 (outside competition - basketball) and 14.7.3 (exceptions to outside-competition regulations); and an 8/17/05 staff interpretation, item 1a, which has been archived.]

 

 

Eligibility/Waiver of Full-Time Enrollment Requirement

 

8.   Eligibility for a Waiver of the Full-Time Enrollment Requirement for Participants in Junior Levels of the Pan American Games, World Championships and World Cup Competition. (I)  The committee determined that a student-athlete's participation in junior levels of the Pan American Games, World Championships and World Cup competition would permit an institution to seek a waiver of the minimum full-time enrollment requirement for practice and

The NCAA Division I Legislative Review/Interpretations Committee telephone conference was called to order at 3 p.m. by the chair, Ms.  Shoemake. All members were present as noted above.

 

 

Personnel -- Recruiting – Recruiting Services or Publications

 

1.         Interview of athletics department staff members by Noninstitutional Publications (of other Media Outlets) Dedicated Primarily to Reporting on an Institution's Athletics Activities. The committee determined that it is permissible for an athletics staff member to provide an interview for a noninstitutional publication (or other media outlet) dedicated primarily to reporting on an institution's athletics that is owned by an entity that also involves a recruiting service or publication, provided the division of the entity associated with the administration of the recruiting service or publication is not involved in any way with the noninstitutional publication.  For example, Web sites with material related to a recruiting service or publication must be separate from Web sites related to the media outlet and the sale and/or subscriptions to the noninstitutional publication must be separate from the recruiting service or publication (e.g., subscription to the noninstitutional publication cannot also give access to the recruiting service or publication).
