Transfer/Competition in Year of Transfer
1. Eligibility of Transfer Student-Athlete for Competition in Year of Transfer. (I) The committee confirmed that if the institution from which a student-athlete transfers at midyear declares separate nonchampionship and championship segments of its playing and practice season, a student-athlete may compete during the nonchampionship segment for such an institution and during the championship segment for the certifying institution during the same
academic year in the
same sport, provided the applicable transfer and progress- toward-degree

Terms
2. Certification
of Eligibility for Postseason Competition Between Terms for a Student-Athlete in His or Her
Final Season of Competition. (I) The committee determined that in
certifying eligibility for a postseason event between regular academic terms
for a student-athlete in his or her final season of competition, if the event
occurs prior to the conclusion of 14 business days after the date of the
institution's last scheduled examination, an institution must use grades from
the immediately preceding regular academic term (e.g., fall term if certifying
for a bowl game) if enough grades have been posted to do so. All grades posted in accordance with

4. Issuing a
Financial Aid Agreement for Summer Only Does Not Trigger Recruited Status.
(I) The committee confirmed that
the issuance of an institution's written offer of athletically related
financial aid to a prospective student-athlete to attend a summer session prior
to initial full-time enrollment does not, in and of itself, cause the prospect

5. Telephone Calls to Prospects After the Limit on Calls during a Particular Time Period is Reached. (I) The committee confirmed that once an institution has made a countable
telephone call
to a prospect or a prospect's relatives or legal guardian(s) that results in
the limit on calls for the particular time period being reached (e.g., one per
month, one per week, two per week), the institution may not initiate an
additional telephone call during the same time period, even if no direct
conversation occurs during the second call (e.g., voicemail message). [References: Division I Bylaws 13.1.3.1 (time period

Junior Levels of Pan American, World Championship and World Cup Tryouts and
Competition as an Exception to Outside Competition. (I) The committee
determined that a student-athlete's participation in junior levels of Pan
American, World Championship and World Cup tryouts and competition qualifies as

Recruiting – Recruiting Services or Publications
1. Interview of athletics department staff members by Noninstitutional Publications (of other Media Outlets) Dedicated Primarily to Reporting on an Institution's Athletics Activities. The committee determined that it is permissible for an athletics staff member to provide an interview for a noninstitutional publication (or other media outlet) dedicated primarily to reporting on an institution's athletics that is owned by an entity that also involves a recruiting service or publication, provided the division of the entity associated with the administration of the recruiting service or publication is not involved in any way with the noninstitutional publication. For example, Web sites with material related to a recruiting service or publication must be separate from Web sites related to the media outlet and the sale and/or subscriptions to the noninstitutional publication must be separate from the recruiting service or publication (e.g., subscription to the noninstitutional publication cannot also give access to the recruiting service or publication).
