NCAA-SPONSORED GROUP BASIC ACCIDENT
MEDICAL PROGRAM
The NCAA is establishing a Group Basic
Accident Medical Program for the 2006-07 school year. The purpose of this insurance program
will be to initiate a long term, stable athletic insurance program that will
insure and manage accident medical expenses within the deductible of the NCAA
Catastrophic Injury Insurance program.
About the NCAA-Sponsored Group Basic Accident Medical
Program
The NCAA-sponsored program will initially
include approximately 25 to 30 member institutions. The benefits of this group approach will
be:
§
Developing
best practice risk management and claims management protocols to reduce costs
over time.
§
Reducing
program expenses on a group basis.
§
Mitigating
the effect of medical inflation.
§
Creating
a stable, long-term solution to financing medical expenses within the
catastrophic deductible.
§
Commitment
by the NCAA of financial resources to facilitate program development.
The roll-out of the program will
include three phases (please note all dates are approximate):
Phase I - Establish Initial Group of Member Institutions
§
March
24th - Deadline for interested member institutions to return
"Indication of Interest" form to American Specialty, the NCAA's
insurance and risk management administrator.
§
April
8th - Calls with interested member institutions to discuss participation
requirements, gathering of underwriting information, and finalization of group
participants.
§
May
1st – Deadline for receipt of required information.
The only commitment from member institutions at this stage is to 1) commit
to interest in participating in the initial group; and 2) work with American
Specialty in providing the necessary underwriting information needed for the
insurer to provide a proposal for your institution.
Phase II - Program Acceptance
§
June
12th - American Specialty will deliver to participating members their
personalized program proposal. This
proposal will include:
o
Program
structure, terms, conditions, and coverages (specimen policy).
o
Cost
to the participating member.
o
Risk
management protocols.
o
Claims
management and administrative protocols.
§
June
19th - Participating members will elect to participate or not
participate in the program based upon the terms of the proposal.
Phase III - Program Implementation
§
August
1st - In the event that a sufficient number of member institutions
commit to the program, it will be implemented for the 2006-07 school year.
NOTE: The initial group will
be limited to 25 to 30 member institutions. It is important to start with a small,
dedicated group to properly manage innovative approaches to controlling
costs. The NCAA reserves the right
to select those participants that it deems the best fit for the initial group. However, we are committed to selecting a
representative sample of the membership from all three divisions. In the event the group program is
successful in the first year, it will be expanded to other member institutions
who would agree to comply with the program protocols.

INDICATION OF INTEREST
We are interested
in the opportunity to participate in the initial group to develop an NCAA-Sponsored
Group Basic Accident Medical Program.
We understand that the NCAA will select the institutions that will form
the initial group from all of those indicating an interest. Participants will be selected based on a
variety of factors with a goal of selecting a group that is most likely to lead
to successful implementation of the program.
To be considered for inclusion in the initial group, the member institution must meet the following qualifications:
Note:
Indicating your interest to participate in the initial group does not in
any way preclude you from seeking individual renewal insurance proposals from
your broker or insurer. Seeking
other proposals will provide you with an alternative in the event the group
program is not implemented for 2006-07.
