The conference call was called to order at 10:35 a.m. by the chair, Jackie Campbell.  All were present as noted above.

 

 

1.      Petitions for Active Membership. The Administrative Committee, acting on behalf of the Management Council, unanimously elected the following institutions to active multidivisional membership effective September 1, 2006:

 

·              Bellarmine University (men's lacrosse).

 

·              Clarkson University (women's ice hockey).

 

·              Florida Atlantic University (Division I - Football Bowl Subdivision).

 

·              Florida International University (NCAA Division I - Football Bowl Subdivision).

 

·              Kennesaw State University (men's golf and women's soccer).

 

·              Lock Haven University (field hockey).

 

·              Longwood University (men's golf and women's lacrosse).

 

·              North Dakota State University (wrestling and women's volleyball).

·              University of Northern Colorado (wrestling and women's volleyball).

 

·              South Dakota State University (wrestling and women's volleyball).

 

 

2.      NCAA Division I SAAC Appointments. The Administrative Committee approved the following appointments to the SAAC committee:

 

·              Dana Hunter, swimming, Xaiver University, Atlantic 10 Conference;

 

·              Noel Larson, golf, Northern Arizona University, Big Sky Conference;

 

·              Tyler William Kupper, golf, University of Delaware, Colonial Athletic Conference;

 

·              Brandon Diles, football, University of Tulsa, Conference USA;

 

·              Patrick C. Henry II, soccer, Siena College, Metro Atlantic Athletic Conference;

 

·              Ryan Brown, golf, Illinois State University, Missouri Valley Conference;

 

·              Matt Carter, baseball, Southeast Missouri State University, Ohio Valley Conference

 

 

3.      NCAA Division I SAAC Appointments. The Administrative Committee approved the following appointments of SAAC members to the Association-wide and divisional committees:

 

·              NCAA Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Agents and Amateurism:  Kerry Kenny, Lafayette College, The Patriot League;

 

·              NCAA Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Financial Aid:  Jarrell Johnson, Western Illinois University, Mid-Continent Conference;

 

·              NCAA Division I Championships/Competition Cabinet Subcommittee on Playing and Practice Seasons:  Danielle Neault, University of the Pacific, Big West Conference; and


 

·              NCAA Minority Opportunities and Interests Committee:  Kimilia Davis, University of New Mexico, Mountain West Conference.

 

 


4.      Division I NCAA (Interim) Cabinet Appointments. The Administrative Committee made the following cabinet:

 

 

·              NCAA Division I Academics/Eligibility/Compliance Cabinet.

 

Ø            Big 12 Conference – David Flores, assistant director of athletics for compliance, Kansas State University

 

Ø            Horizon League – Roderick Perry, associate director of athletics, Wright State University.

 

Ø            Sun Belt Conference – Kathy Keene, associate commissioner/senior woman administrator, Sun Belt Conference.

 

·              NCAA Division I Championships/Competition Cabinet.

 

Ø            West Coast Conference – Heather Gores, associate director of athletics/senior woman administrator, Gonzaga University.

 

 

5.      Future calls.  The dates for future Administrative Committee conference calls will be emailed to each member.

Dennis Thomas, Mid-Eastern Athletic Conference was unable to participate.

 

 

1.      Recommendation from the Division I Degree-Completion Award Consultants Bylaw 15.01.5 – Eligibility of Student-Athletes for Institutional Financial Aid.  The Administrative Committee, acting on behalf of the Division I Management Council, agreed to sponsor legislation to amend Bylaw 15.01.5 (Eligibility of Student-Athletes for Institutional Financial Aid) to permit an institution to provide athletically-related financial aid to a student-athlete who is selected for an NCAA Degree Completion Award.

 

 

2.      Recommendations from the Division I Committee on Athletic Certification.  The Administrative Committee, acting on behalf of the Division I Management Council, agreed to:

 

a.      Sponsor legislation to clarify the Athletic Certification Program standards in the area of governance and committee to rules compliance.

 

b.      Sponsor legislation to clarify the Athletic Certification Program standards in the area of academic integrity.

 

c.      Sponsor legislation to clarify the Athletic Certification Program standards in the areas of gender, diversity and student-athlete well-being.

 


 

NOTE:  In agreeing to sponsor these legislative proposals, it was noted that the Administrative Committee's actions would be shared with the Division I Management Council at its October meeting.

1.      Division I NCAA Committee Appointments.  The Administrative Committee, acting on behalf of the Management Council, made the following appointments.

 

·             NCAA Postgraduate Scholarship Committee – Michael Backes, Hutchinson Technology, former recipient.

·             Walter Byers Scholarship Committee – Anne Woodrick, University of Northern Iowa.

 

 

2.      NCAA Division I SAAC Appointments.  The Administrative Committee approved the following appointments to the SAAC committee:

 

·              Matthew Ryan Dobbins, baseball, Jacksonville University, Atlantic Sun Conference.

·              Kerry Brendan Kenny, basketball, Lafayette College, The Patriot League.

 

 

3.      Modification of Wording.  The Administrative Committee approved a Modification of Wording to Proposal No. M-2006-4:

 

To specify that an active Division I institution located in Hawaii, Alaska or Puerto Rico that serves as the sponsor of a qualifying regular season multiple-team event is not required to count its participation in the event as its one qualifying regular season multiple-team


event, provided the event is conducted in the institution's state or territory and the institution counts all contests of the event in which it is a participant toward its maximum contest limitations. Further, to specify that such an event remains a qualifying regular season multiple-team event for the other participating institutions.
