Re:       Addition of Athletic Development Expenses to the List of Student-Athlete Opportunity Fund Prohibited Uses

 

As you are aware, the Collegiate Commissioners Association (CCA) recently charged a Working Group with the task of reviewing how the NCAA Student-Athlete Opportunity Fund (SAOF) has been used during the Fund’s first two years of existence.

 

An outcome of this review is the identification of “Athletic Development Opportunities” for inclusion on the list of prohibited SAOF uses. The Working Group recommended the CCA endorse Athletic Development Opportunities as a prohibited use, which the CCA has unanimously supported. In addition, the CCA has directed that I communicate its request for the Division I Management Council to formally act to add Athletic Development Opportunities to the existing list of prohibited Fund uses.

 

Based on previous CCA conversations (June 2005, September 2005 and June 2006), the CCA believes Athletic Development Opportunities include the following:

 

Ø      Fees and other expenses associated with a student-athlete’s participation in a sports camp or clinic;

Ø      Fees and other expenses associated with private sports-related instruction provided to a student-athlete;

Ø      Fees for other athletic development experiences (e.g., greens fees, batting cage rental); and

Ø      Expenses associated with a student-athlete’s participation in a foreign tour.
