Actions taken on items considered only by the

Board of Directors.

 

 

 

1.      Update from the Knight Commission.  [Reference BD Supplement No. 2.] 

 

BOARD ACTIONS:

 

a.      Received a presentation from the co-chairman of the Knight Commission on Intercollegiate Athletics and learned that since its establishment in 1989, the commission  has continued to “monitor and report on progress in increasing presidential control, academic integrity, financial integrity and independent certification of athletic program”; and

 

b.      Heard that the commission supports implementation of a number of the initiatives identified by the Presidential Task Force on the Future of Division I Intercollegiate Athletics, especially in the areas of fiscal responsibility and presidential leadership, and hopes to continue to play a supportive, yet critical role, with regard to intercollegiate athletics.

 

 

2.      Report of the Division I Presidential Advisory Group’s (PAG) January 3, 2007, conference call.  [Reference BD Supplement No. 7.] 

 

BOARD ACTION:  Received a report from the Division I Presidential Advisory Group regarding the January 3, 2007, conference call and heard comments from the group’s chair throughout the meeting regarding pertinent points raised by the group.

 

 

3.      Report from the Committee on Academic Performance (CAP) January 4-5 meeting.   [Reference BD Supplement No. 8.] 

 

BOARD ACTION: 

 

a.      Occasion-Two Historical-Penalties.

 

(1)     Reviewed a recommendation from the Committee on Academic Performance to establish a two-tiered structure for Occasion-Two Historical-Penalties, which emphasizes improvement and imposes significant penalties in the areas of financial aid and playing and practice seasons, the terms which are set forth below:

(a)     First tier of penalties.  Applies to teams that demonstrate significant improvement yet do not favorably meet a second review factor. (e.g., by sport review or institutional characteristics.).

 

i.       Such teams would be subject to scholarship sanctions of either a 5 percent reduction in the amount of aid awarded or the total number of contemporaneous penalties earned, whichever is greater.

 

ii.      Further, such teams shall be subject to a reduction of four hours of practice time per week, which must be replaced by four hours of additional academic-support activities.

 

(b)     Second tier of penalties.  Applies to teams that do not meet the “improvement review.”

 

i.       Such teams would be subject to scholarship sanctions of either a ten percent reduction in the total amount of aid awarded or the total number of contemporaneous penalties earned, whichever is greater.

 

ii.      Additionally, such teams shall be subject to a reduction of practice time of one full day per week and that time shall be replaced with academic-related activities.

 

(2)     Approved a motion to establish the recommended Occasion-Two Historical-Penalty Structure.  (Unanimous Voice Vote.)

 

b.      NCAA Division I Academic Performance Program (APP) Supplemental Support Fund.

 

(1)     Reviewed a recommendation from the committee to establish the Division I Academic Performance Program (APP) Supplemental Support Fund, which is intended to foster student-athlete academic success at limited-resource institutions by reallocating the 4.25 percent annual incremental increase to the NCAA Division I Academic Enhancement Fund to award to grant recipients annually.  [Note:  Monies allocated to the fund but not awarded will be returned to the fund annually for general distribution.]

 

(2)     Learned that through an applicant process, grants will be awarded to institutions that identify innovative solutions to barriers preventing student-athletes’ retention and progress toward degree completion and that such progress will be measured by team APR and GSR improvement.

 

(3)     Approved a motion to table consideration of the establishment of this supplemental support program until the April 2007 Board of Directors meeting to allow time to receive feedback from the PAG and other constituent groups.  [Vote:   For 9: Austin, Curran, DiGiorgio, Fisher, Grube, McFarland, Ribeau, Welty, Whitmore; Against 8: Adams, Barker, Harrison, Hitt, Jischke, McPhee, Rollins, Weber; Not present 1: Davis.) 

 

 

4.      Update on the efforts of the Baseball Enhancement Working Group.  [Reference BD Supplement No. 9.] 

 

BOARD ACTIONS:

 

a.      Received a report on the group’s efforts to address the Board’s concerns regarding academic performance in baseball by reviewing such factors as the one-time transfer exception, financial aid limits, playing and practice season limits and the overall culture of the sport;

 

b.      Learned that preliminary findings appear to show baseball student-athletes have fairly strong academic backgrounds but make slow progress toward a degree and have a tendency to change schools or leave college early and often; and

 

c.      Heard that the group is exploring options to address concerns about student-athlete movement, credit-hour production and two-year college transfer issues, which will be shared with the Board of Directors at its April meeting.

 

 

5.      Review of initiatives recommended from the Presidential Task Force on the Future of Division I Intercollegiate Athletics.  [Reference BD Supplement No. 10.]

a.      Received a listing of recommendations from the Presidential Task Force on the Future of Division I Intercollegiate Athletics, which are intended to offer an agenda for the consideration of important and critical issues facing Division I intercollegiate athletics programs;
