The following chart sets forth the order in which proposals in the 2006-07 legislative cycle will be voted on at the April 2007 NCAA Division I Management Council meeting.  All proposals previously adopted, defeated or referred by the Management Council at its January meeting have been removed from the chart and will not be considered again.  The chart continues to contain page numbers of the proposals as listed in the NCAA 2007 Division I Official Notice, positions previously taken by the NCAA Division I Management Council Legislative Review Subcommittee, the subcommittee’s additional comments and concerns and any mootnicity implications.

To specify that, after initial full-time collegiate enrollment, an individual who has eligibility remaining may try out with a professional athletics team (or participate in a combine including that team) at any time, provided the individual does not miss class; further, to specify that an individual may receive actual and necessary expenses in conjunction with one 48-hour tryout per professional team (or a combine including that team) and that a self-financed tryout may be for any length of time.

·     The subcommittee expressed the following concerns.

 

1.      The proposal may create greater difficulty in defending the distinction between amateurism and professionalism.

2.      The proposal may accommodate behavior that is not necessarily consistent with Association principles (encourage more student-athletes to leave school).
