Title: ADMINISTRATIVE REGULATIONS -- FOREIGN TOURS AND COMPETITION -- TIMING OF TOUR -- PROHIBITION PRIOR TO CHAMPIONSHIP SEGMENT

Intent: To clarify that in sports in which separate dates are specified for the first permissible date of practice and the first permissible date of competition for the championship segment, an institution may not engage in a foreign tour during the period beginning 30-days prior to the first permissible practice date until the first permissible date for a contest or date of competition in the championship segment of the institution's playing and practice season in the applicable sport; further to clarify that in sports in which the same date is specified for the first permissible date of practice and the first permissible date of competition, an institution may not engage in a foreign tour during the period beginning 30-days prior to the institution's first date of practice until the institution's first contest or date of competition in the championship segment of its playing and practice season in the applicable sport.

Administrative: Amend 30.7.8, as follows:

30.7.8 Timing of Tour. A tour may only be scheduled during the summer-vacation period between the institution's spring and fall terms or during any other vacation period published in the institution's official catalog. All travel to and from the foreign country must take place during such a vacation period.   However, if the team crosses the international date line during the tour, the change of date will be disregarded and the equivalent time as measured in the United States will be used to determine the institution's vacation period. 

30.7.8.1 Prohibition Prior to Championship Segment. An In sports in which separate dates are specified for the first permissible date of practice and the first permissible date of competition for the championship segment (e.g., women's volleyball, basketball, baseball), an institution may not engage in a foreign tour during the period beginning 30-days prior to the first permissible practice date until the first permissible date for a contest or date of competition in the championship segment of the institution's playing and practice season in the applicable sport.  In sports in which the same date is specified for the first permissible date of practice and the first permissible date of competition (e.g., gymnastics, lacrosse, swimming and diving), an institution may not engage in a foreign tour during the period beginning 30-days prior to the institution's first date of practice until the institution's first contest or date of competition in the championship segment of its playing and practice season in the applicable sport.

Title: AWARDS, BENEFITS AND EXPENSES -- PERMISSIBLE HOUSING AND MEALS -- VACATION PERIOD MEALS -- NO CASH IN LIEU OF ADDITIONAL MEAL

Intent: To clarify that an institution may not provide the cash equivalent of the permissible additional meal that may be provided to student-athletes during vacation periods in which they are required to remain on campus to be involved in practice or competition.

Bylaws: Amend 16.5.2, as follows:

16.5.2 Permissible. Identified housing and meal benefits incidental to a student's participation in intercollegiate athletics that may be financed by the institution are:

(e) Vacation-Period Expenses. The institution may provide the cost of room and board to student-athletes (during official institutional vacation periods) in the following circumstances.  If an institution does not provide a meal to its student-athletes under such circumstances, a cash allowance may be provided (except for the permissible additional meal as described below), not to exceed the amount provided by the institution to institutional staff members on away from campus trips:

In addition, an institution, at its discretion, also may provide an additional meal (as opposed to the cash equivalent) to student-athletes to meet nutritional needs as a benefit incidental to participation during each day of any vacation period, provided the student-athlete is required to remain on campus to be involved in practice or competition.
