The meeting was called to order on Monday, April 16 at 8:05 a.m. by the chair, Ms. Hickey. All members noted above were present.
1. Opening remarks. Kate Hickey, as chair, acknowledged and welcomed the Management Council members along with the alternates in attendance. Additionally, Ms. Hickey welcomed the oncoming members who were present at this meeting as observers.
2. Report of the February 7 – 8, 2007, Division I Championships/Competition Cabinet. Carolyn Schlie Femovich, chair of the Championships/Competition Cabinet, along with NCAA staff liaison Joni Comstock, presented the cabinet’s report from its February 7 – 8, 2007, meeting.
3. Report of the February 15 – 17, 2007, Academics/Eligibility/Compliance Cabinet. NCAA staff liaison Julie Cromer presented the cabinet’s report from its February 15 – 17, 2007, meeting.
4. Update from the Committee on Academic Performance (CAP). NCAA staff members, Kevin Lennon, Julie Cromer, Diane Dickman and Bill Regan previewed the Committee on Academic Performance’s upcoming meeting.
5. Update on the efforts of the Baseball Academic Enhancement Working Group. NCAA staff liaisons Dennie Poppe and Damani Leech reviewed the recommended legislative package developed by the Baseball Academic Enhancement Working Group and noted that these recommendations would be shared with the Division I Board of Directors at its April meeting.

5. Early Certification Concept. NCAA Eligibility Center President Todd Leyden was joined by NCAA staff member Diane Dickman and together they shared with the Management Council a recommendation to establish for the class of 2007 a pilot initial-eligibility waiver program for prospective student-athletes who meet specified criteria.
6. Review of Findings from the GOALS AND SCORE studies. NCAA staff members Todd Petr and Tom Paskus presented Division I specific data from these two comprehensive studies regarding the time commitments of current student-athletes and former student-athletes’ perceptions of their academic-athletic experience.
9. Report of the Governance Subcommittee. Rich Ensor, subcommittee chair, presented a thorough review of the recommendations of the Governance Subcommittee.
10. Closing Comments. The staff thanked Kate Hickey, for
her hard work and excellent leadership as the Management Council’s
chair. Additionally, the following
