The
conference call was called to order at 10 a.m. Eastern time.
1. NCAA
Administrative Committee minutes for approval. The Administrative Committee approved
the minutes of the May 9, 2007, conference call.
2. Select
Amendments to Bylaw 32 – Enforcement Policies and Procedures. The Administrative Committee, on behalf
of the Management Council, adopted the four legislative amendments to Bylaw 32,
as presented by the Committee on Infractions. These amendments were intended to
do as follows:

Bylaw
32.3.9.1 – substitute the word “interviewee” for
“witness” and clarify existing practices for the exchange of
recordings and transcripts with institutions and conferences.
·
Bylaw
32.6.2 – make the references to “involved individuals”
consistent throughout Bylaw 32.
·
Bylaw
32.7.1 – make the references to “involved individual”
consistent throughout Bylaw 32; to delete unnecessary procedural language and
to require all participating parties to agree to the use of the summary disposition
process.
·
Bylaw
32.8.8.1 – include “involved individuals” in the list of
sources from whom the Committee on Infractions may request new information.
3. ARS
Legislation Related to Bylaw 16.8.1.2.1 – Departure/Return Expense
Restrictions. The Management Council Administrative Committee agreed to
sponsor a legislative proposal in the 2007-08 legislative cycle to permit an
institution’s team (in any sport) to depart more than 48 hours before the
start of its conference tournament/championship.
4. The Foreign
Tour Alternative. The Administrative Committee approved a modification of
wording to Bylaw 30.7.8.1, to clarify that in sports in which separate dates
are specified for the first permissible of practice and first permissible date
of competition for the championship segment, an institution may not engage in a
foreign tour during the period thirty days prior to the first permissible
practice date until the first permissible date for a contest or date of
competition in the championship segment of the institution’s playing and
practice season in the applicable sport. Further, this modification clarified
that in sports with the same date specified for the first permissible day of
practice and competition, an institution may not engage in a foreign tour for a
period of thirty days prior to the first permissible date for a contest or date
of competition in the championship segment of its playing and practice season
in the applicable sport.
5. NCAA Division
I Committee Appointments. The Management Council Administrative Committee
made the following committee appointments:

I Cabinet Appointment. The Management Council Administrative Committee
appointed Dwight Datcher,
7. NCAA
Legislation Waiver Request. Pursuant to Bylaw 16.12.1, the Management
Council’s Administrative Committee approved an expense waiver incidental
to participation to allow Washington State University to reimburse three
men’s basketball student-athletes who incurred a cancellation charge for
rooms reserved for the student-athletes’ parents by the institution. In granting the waiver, the
Administrative Committee noted that the facts showed the student-athletes were
unaware of the reservations and the error was that of the administrative staff.
8. Division I
NCAA Student-Athlete Advisory Committee (SAAC) Appointment. The
Administrative Committee approved Alexandra Morley as the new NCAA Division I
SAAC representative from the America East Conference.
9. New Conference
Applications – Constitution 3.3.3.3. The Administrative Committee, on behalf
of the Management Council, approved the following two new single sport conferences,
effective September 1, 2007:

Sky Men’s Golf Conference.
·
Coastal
Collegiate Swimming Association.
