NCAA staff members Erik Christianson, Elsa Cole, Joni Comstock, Julie Cromer, Diane Dickman, Abe Frank, Michelle Hosick, Jim Isch, Damani Leech, Kevin Lennon, Steve Mallonee, Delise O’Meally, Tom Paskus, Todd Petr, Dennie Poppe, Bill Regan, Wallace Renfro, Greg Shaheen, Robert Vowels, Charlotte Westerhaus, and Katie Street (intern) were also present during portions of the meeting.

 

The meeting was called to order at 8:20 a.m. by the chair, President Barker. All were present as noted above.   [report]

 

1.                  Opening remarks.  James Barker welcomed the group and acknowledged new Board members:

 

·               Charles Bantz, Indiana University-Purdue University at Indianapolis, Summit League.

·               Frank Brogan, Florida Atlantic University, Sun Belt Conference.

·               Thomas Powell, Mount St. Mary’s University, Northeast Conference.

·               Edward Ray, Oregon State University, Pacific-10 Conference.

·               Mordechai Rozanski, Rider University, Metro-Atlantic Athletic Conference.

·               Nancy Zimpher, University of Cincinnati, Big East Conference.

·               Timothy White, University of Idaho, Western Athletic Conference.

 

 

2.      Executive Committee.  Bernard Franklin provided a brief review of that group’s April 26, 2007, meeting and an overview of the agenda for the August 9, 2007, meeting.  Dr. Franklin then introduced the chair of the Division I Management Council’s Membership Subcommittee, Greg Sankey, who discussed membership trends and issues in Division I.

 

 

1.             President’s Report.  Prior to providing his quarterly report to the Division I Board of Directors, the NCAA president, Myles Brand, acknowledged Robert Vowels, the new NCAA vice president for Education Services and Jackie Campbell, the new chair of the Division I Management Council, both of whom were in attendance at this meeting. 

 

 

3.      Division I Men’s Basketball Academic Enhancement Group.  The Board of Directors was introduced to the new chair of Division I Men’s Basketball Academic Enhancement Group, Dan Guerrero, director of athletics at UCLA, who noted this group has great potential which presents both opportunities and challenges.  He informed the Board that this group will work diligently to identify potential solutions in order to report back to the Board in a timely fashion.

 

 

4.      Update regarding on-going discussions pertaining to youth basketball.  The Board of Directors received an update from NCAA senior vice president Greg Shaheen on efforts of the NCAA along with other men’s basketball stakeholders to develop a stronger structure and foundation for youth basketball.

 

 

5.      Litigation update.  NCAA general counsel, Elsa Cole, presented this litigation update.

 

 

6.      Governmental Relations.  Abe Frank from the NCAA’s Washington D.C. office presented the governmental relations report. 

 

 

7.      Report of the Division I Presidential Advisory Group (PAG).  The Division I Presidential Advisory Group chair, Bruce Grube, provided an overview of the group’s August 7, 2007, conference call.  Additionally, throughout the meeting he shared comments and suggestions offered by members of the Division I Presidential Advisory Group.  President Grube opened his remarks by thanking former Board of Directors, member Walter Harrison, president of the University of Hartford, for previously serving as chair of that group.

 

 

8.      Review of the Governance Subcommittee’s recommendations to revise the Division I governance process and structure.  Rich Ensor, commissioner of the Metro Atlantic Conference and long serving chair of the Management Council’s Governance Subcommittee presented that group’s recommendations for restructuring the Division I governance process.    

 

 

9.      Membership override request with regard to Proposal No. 2007-9.  Baseball Enhancement Working Group chair, Ron Wellman, director of athletics at Wake Forest University and working group member Walter Harrison, president of the University of Hartford, shared that group’s suggestions regarding possible alternatives to the financial aid model set forth in Proposal No. 2007-9, which was previously adopted by the Board at its April meeting.  Mr. Wellman and President Harrison were joined by NCAA staff members Dennie Poppe and Damani Leech. 

 

 

10.    Update on the work of the Oversight and Monitoring Group.  Board of Directors member and Oversight and Monitoring Group chair, Shirley Raines, presented an update on that group’s May 21, 2007, meeting and August 2, 2007, conference call.  As part of her presentation, President Raines introduced NCAA senior vice president Jim Isch, who provided an update regarding an initiative to provide presidents with more comparative financial data.

 

 

11.    Discussion with the NABC regarding improving academic performance in men’s basketball.  The Board of Director heard from the National Association of Basketball


Coaches’ (NABC) Executive Director, Jim Haney, along with NABC members, Cy Alexander, coach, Tennessee State University; Jim Boeheim, coach, Syracuse University;


Paul Hewitt, coach, Georgia Institute of Technology; Ron Hunter, coach, Indiana University – Purdue University at Indianapolis; Phil Martetti, coach, Saint Joseph’s University and Herb Sendek, coach, Arizona State University, regarding the opportunities and challenges associated with improving academic performance in men’s basketball. 

 

 

12.    Report of the Committee on Academic Performance (CAP).  Walter Harrison, as chair of the Committee on Academic Performance, presented the report of the July 9-10, 2007, committee meeting.  Additionally, Julie Cromer, Diane Dickman, Kevin Lennon, Tom Paskus, Todd Petr and Bill Regan of the NCAA staff were present to assist President Harrison in discussing the committee’s work.

 

 

13.    Executive Session.  The Division II and III members of the Executive Committee joined the Board of Directors for an Executive Session.  

 

 

14.              Adjournment.  President Barker adjourned the meeting at 2:25 p.m.
