INFORMATIONAL ITEMS.
1. Third-Cycle measurable standards and program areas. The NCAA Division I Committee on Athletics Certification approved the third-cycle measurable standards and applicable program areas for each operating principle. These measurable standards and program areas will apply to all institutions beginning the athletic certification process with orientation videoconferences in fall 2008. The measurable standards and program areas will be distributed to the membership in the fall 2007 along with other relevant information related to the third cycle.
2. Third-cycle schedule. The committee approved the schedule outlining member institutions’ participation in the third cycle. Institutions will be notified of this schedule in fall 2007 through communication with the institution’s chancellor/president, athletics director, senior woman administrator, faculty athletics representative, compliance officer and conference commissioner.
3. Academic support services review report sample. The committee reviewed materials drafted by the National Association of Athletic Advisors (N4A) concerning the academic support services review required by the athletics certification process. The committee had requested N4A to assist in the development of sample materials to provide guidance for institutions in the conduct of the review along with a format for the written report. The committee will forward its recommendations regarding these materials to N4A for its consideration as the materials are finalized.
4. Discussion on Coalition on Intercollegiate Athletics (COIA) proposals. The committee received a presentation from COIA regarding their proposals that may impact athletics certification in the following areas: institutional admission and recruiting policies; the primacy of academics, athletics scholarships, competition and practice scheduling; campus governance of intercollegiate athletics; increased communication between the faculty athletics representative and the institution’s general faculty; and fiscal responsibility. The committee noted many of the COIA proposals are similar to the existing measurable standards used during the athletics certification process. The committee agreed to have the appropriate subcommittees review the COIA proposals and the NCAA Presidential Task
Force recommendations as they develop self-study items and educational materials for the third cycle.
5. Working-group issues.
The committee discussed the following items as they relate to athletics certification.
· The committee determined that written policies regarding the scheduling of practices and competition to minimize student-athlete’s conflicts with class time and final examinations must be clearly communicated to student-athletes and other appropriate faculty and administrative staff. Further, the committee clarified that the intent of Operating Principle 2.1 self-study item Nos. 12-14 is for institutions to first conduct an analysis of practice and competition schedules prior to the season to ensure missed class time is minimized as well as a second analysis at the conclusion of the season to determine if actual missed class time was significant or excessive.
