MC ACTIONS:
a. Received the report from the August 9, 2007, NCAA Executive Committee meeting and heard more about the discussions of the Executive Committee?s Working Group on Membership Issues; and
b. Received a brief overview of the agenda for that group?s November 1 meeting, it being noted that the Executive Committee is scheduled to receive a report on the Association?s efforts to support a green environment.
6. Update regarding issues pertaining to
basketball.
a. Division I Men?s Basketball Academic
Enhancement Group.

MC ACTIONS:
(1) Received a report on the establishment of a new Basketball Academic Enhancement Working Group, which is a group charged with assessing factors that have contributed to the current academic climate in men?s basketball and developing strategies to enhance academic performance and graduation rates; and
(2) Learned that the group, which is currently doing much of its work in subcommittees, is in the preliminary stages of its efforts as it seeks to identify creative solutions to address the challenges in men?s basketball. The group hopes to develop its final recommendations in the next 12-months.
b. Update regarding on-going discussions pertaining to youth
basketball. [Supplement

MC ACTIONS:
(1) Received an update on efforts of the NCAA along with other men?s basketball stakeholders to develop a stronger structure and foundation for youth basketball, in an attempt to:
? Achieve accurate communication about the youth basketball environment;
? Assure a clear understanding about the value of education;
? Develop core basketball skills in aspiring players; and
? Assure a safe and healthy environment in which to learn the game.
? Gain greater organization to youth basketball.
(2) Learned that this effort includes four main areas of focus, which are:
? Educating about the holistic development that can and should occur as a result of participation.
? Protecting the integrity and future of the game.
? Conducting a self diagnosis which includes examining behavior and playing rules.
? Casting a wide net to ensure there is community involvement and engagement.

c. Women?s basketball grant program. [Supplement

MC ACTIONS:
(1) Heard that the NCAA has established a new three-year pilot Division I Women?s Basketball Grant Program, which is intended to provide support for Division I institutions and conferences to develop marketing/promotion plans aimed at enhancing and increasing women?s college basketball attendance; and
(2) Learned that applications for this program will be made available to the Division I membership in November for submission to the NCAA in January. Recipients will be announced at the Women?s Final Four.
7. Litigation update.

the following items were highlighted:
(1) Legislative proposals deemed emergency or noncontroversial.

(a) Proposal No. 2007-97 ? Championships and Postseason Football
? Eligibility for Championships ? Ineligibility for use of Banded Drugs --
Duration of Ineligibility ? Timing of 365-Day Period. Intent: To specify that a student-athlete
who tests positive for a substance in a banned-drug class shall remain
ineligible for all regular-season and postseason competition during the time
period ending one calendar year after the collection of the student-athlete's
positive drug-test specimen; further, to specify that if the student-athlete participates
in any contests from the time of collection until the confirmation of the
positive result, he or she must be withheld from an equal number of contests
after the 365-day period of ineligibility.

Women?s Basketball. Intent: In women's basketball, to permit
institutional coaching staff members to accept collect and toll-free telephone
calls placed by a prospective student-athlete and the prospective
student-athlete's parents and legal guardians, provided the calls are not
placed earlier than the date on which an institution may begin placing

Championship, except that an alumni contest may be played the weekend prior to

Administrative Regulations ? Summer Basketball Leagues and Basketball Summer
Certified Events ? Additional Criteria Agents and Medical Insurance. Intent: To specify that
the following additional criteria must be satisfied in order for a summer
basketball league or a basketball summer event to be certified: (1) No
individual or agency involved in the marketing of any individual's athletics
reputation or ability (including an employee of an agent or anyone associated
with an agent in his or her capacity of marketing any individual's athletics
reputation or ability) shall be associated in any capacity with the league or
event (or any team participating in the league or event); and (2) The league or
event operator is required to provide proof of medical insurance coverage for

(i) At
the request of the Legislative Review Subcommittee, the Management Council
approved an amendment to Proposal No. 2007-112 to include women?s
basketball. (Unanimous Voice Vote.)
e (ii) Designated the proposal, as amended, as noncontroversial (Unanimous Voice Vote); approved and agreed to request that the Board use its authority to adopt the proposal as noncontroversial legislation. (Unanimous Voice Vote ? Effective Date: Immediate.)
(g) Proposal No. 2007-113 ? Common
Committees ? Committees with Playing Rules and Championships Administration
Responsibilities ? Wrestling Committee.
Intent: To increase the number of members of the
NCAA Wrestling Committee from 13 to 15 and the number of Division I

(2) Other items of interest.
(a) Male Practice Players.
MC ACTIONS: Accepted the cabinet?s four pronged approach designed to enhance the participation experience for women; the specific terms of which are set forth below: (Unanimous Voice Vote.)
? Statement of Expectation. That a statement of expectations be developed regarding the use of male practice players. This statement shall assist institutions in examining their own practices to ensure the practices do not diminish positive participation opportunities for women and helps enhance the participation experience of all involved. Institutions shall be encouraged to review this statement in relation to their institutional practices to determine if these expectations are adequately being met.
? Education Materials. That the educational materials regarding current NCAA regulations pertaining to the permissible use of male practice players be disseminated to the Division I membership to ensure that the practice is in compliance with existing legislation. Survey results appeared to indicate there is not a consistent understanding in the Division I membership regarding existing regulations. Accordingly, efforts must be made to further publicize the current regulations to ensure more uniformity in practice. Educational materials should be provided to coaches, administrators, student-athletes and faculty athletic representatives; additionally, that an assessment tool be developed to assist institutions in reviewing the practice of the use of male practice players.
? Best Practices. That coaches associations be encouraged to work with their memberships to identify best practices regarding the use of male practice players, mindful of the fact that the focus of these practices should be on establishing positive participation opportunities for women.
? Periodic Oversight. That the practice of institutions using male practice players be periodically reviewed to assess trends and to ensure that women?s participation opportunities are not being negatively impacted. This assessment process may include membership surveys, student-athlete exit interviews and further discussions with the NCAA Division I Student-Athlete Advisory Committee.
[Note: This four pronged approach was developed in response to the Management Council?s earlier charge to examine the use of male practice players.]
(b) Men?s and Women?s Ice Hockey Rules Committee ? Nominating. Agreed to support the cabinet?s recommendation that would allow single-sport ice hockey conferences to submit nominations for the Men?s and Women?s Ice Hockey Rules Committee on behalf of the Division II and III individuals whose institutions complete at the Division I level. (Unanimous Voice Vote.)

Reduction or Cancellation not Permitted ? Injury, Illness or Medical Condition. Intent: To specify that institutional financial aid based in
any degree on athletics ability may not be increased, decreased or cancelled
during the period of its award because of an injury, illness or medical

Directors to sponsor the proposal and place it in the current 2007-08
legislative cycle.
[Note: Management Council members requested clarification
from the substructure regarding how the terms of this legislation would
interface with institutional disciplinary policies.]

2008-09 legislative cycle.]
10. Leg-islative Review/Interpretations Committee. [Supplement No. 12]
MC ACTIONS:
? Approved the minutes from the July 11, 2007, (item numbers one and two) and the August 2, 2007 conference calls.
[Note: The University of Notre Dame and the Big East Conference agreed to withdraw their appeal with regard to the June 13, 2007 minute, it being agreed that the institution and conference would work with the staff and committee regarding the application of legislation to the specific facts of their case. Given the ongoing discussions, the Management Council did not take action with regard to the June 13, 2007 minute, it being understood LRIC would reexamine this interpretation on a future conference call.]
11. Report
of the Committee on Academic Performance (CAP). [Supplement
No. 13A]
MC ACTIONS:
a. Learned that the Committee on Academic Performance is continuing its extensive review regarding the impact of transfers on the APR and graduation rates and that the committee is discussing the possibility of providing adjustments on a case by case basis when there is evidence of a transfer with a strong academic profile;
b. Was informed that the committee is also focusing on assisting institutions develop academic improvement plans and to that end a series of educational conference calls have been scheduled; and
c. Previewed the agenda for the committee?s October 30 meeting, which will include seeking to identify appropriate penalties for baseball programs with APRs below 900.
12. Review
of new transfer data. [Supplement No. 13B]
MC ACTION: Received a presentation from the research staff on trends in the number of Division I student-athletes leaving college while ineligible, a key summary of findings includes:
? Overall, the attention paid to this group of students since the APR program began appears to have led to a reduction in the number of 0/2s.
? Sizable drops in 0/2s have occurred in football and baseball over the past three years. However, the number of 0/2s has remained unchanged in men?s basketball.
? The likelihood of leaving school as a 0/2 is generally highest during a student?s first or second year in college and then again in years five and beyond.
? Transfer students, especially those from two-year institutions, are much more likely at most points in time to leave as 0/2s.
13. Presentation
of Graduation Success Rate Data.
MC ACTION: Received a presentation from the NCAA research staff on six-year trends in graduation success rates at Division I institutions. The presentation included not only a review of trends in men?s and women?s sports but an examination of specific men?s basketball, baseball and FBS football rates.
14. Governance Subcommittee.

a. Received a presentation from the chair of the Governance Subcommittee in which he provided a general overview of the subcommittee?s recommendations regarding the proposed new governance structure along with highlights of the subcommittee?s recent clarifications/revisions to its recommendations.
