REPORT OF THE

NCAA DIVISION I STUDENT-ATHLETE ADVISORY COMMITTEE

 

 

The NCAA Division I Student-Athlete Advisory Committee (SAAC) submits the following report from its November 16-18, 2007, meeting.

 

 

ACTION ITEMS.

 

?               None

 

 

INFORMATIONAL ITEMS.

 

1.            New Members.

 

The following student-athletes were introduced as new members of SAAC:

 

a.             Brittany Loisel, Rutgers, softball, State University of New Jersey, New Brunswick, Big East Conference.

 

b.            Sherraine Pencil, indoor/outdoor track, San Diego State University, Mountain West

Conference.

 

c.             Audrey Piotrowski, cross country, Cleveland State University, Horizon League.

 

d.            Camille Richard, indoor/outdoor track, University of Pennsylvania, Ivy Group.

 

 

2.            Creation of Division I SAAC Executive Committee. With the creation of two new leadership positions within the Division I SAAC structure an executive committee has been established. The positions are (a) new media chair and (b) subcommittee chair. After a committee vote, Megan Coyne, Sun Belt Conference Representative was selected as new media chair and Allison Houseal, Atlantic Coast Conference Representative was selected as subcommittee chair.

 

 

3. Financial Aid Hearing Opportunities Legislation. Kris Richardson, associate director of Membership Services, provided an update on the hearing opportunities afforded to student-athletes with respect to financial aid awards. An overview was provided on current legislation, and questions that are being discussed within the Division I Financial Aid Subcommittee. Feedback was requested from SAAC members regarding the positions of their respective conference SAAC?s with regard to financial aid hearing processes.


4. Student-Athlete Pregnancy Issue and Gender Equity Education. The Director of Education Services provided an update to the group regarding student-athlete pregnancy and gender equity issues. Information was shared about NCAA programs and planned initiatives regarding the welfare of pregnant student-athletes, including the creation of a best practices toolkit for institutions. Also provided was an overview of recent Title IX athletics cases and an update on the issue of negative recruiting. Members of the committee then discussed policies that their respective institutions have implemented regarding pregnant student-athletes.

 

 

5. Divisional Committee Reports. SAAC members were provided updates relating to Division I committees on which SAAC members serve. The following items were noted:

 

a.             NCAA Division I Board of Directors and Management Council Meetings. The SAAC chair and vice-chair provided an update on the October Division I Board of Directors and Management Council meetings.

 

b.            Championships/Competition Cabinet. The SAAC received an update on the cabinet?s position on a number of proposals in the 2007-08 legislative cycle that have significant student-athlete well-being components.

 

c.             NCAA Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Recruiting. The SAAC was informed of the subcommittee?s position on a number of proposals in the 2007-08 legislative cycle. These proposals deal with issues such as communication between prospective student-athletes and current student-athletes and strength and conditioning coaches, instant messaging between coaches and prospective student-athletes, and correspondence with prospective student-athletes once that student has signed a National Letter of Intent.

 

d.            NCAA Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Financial Aid. The SAAC received an update regarding the subcommittee?s discussion on current pending legislation, including the subcommittee?s position on Proposal Nos. 2007-72 and 2007-75.

 

e.             NCAA Division I Academics/Eligibility/Compliance Cabinet Subcommittee on Agents and Amateurism. The SAAC was inform that a great amount of discussion has occurred regarding the tennis-specific amateurism proposals in the 2007-08 legislative cycle. It was noted that while the subcommittee supported some of the proposals, the AEC Cabinet had been opposed. The subcommittee supported Proposal No. 2007-23, which would allow a prospective student-athlete to receive prize money up to $10,000 prior to enrollment. However, the subcommittee supported this proposal without the ability for the prospective student-athlete to receive additional actual and necessary expenses above and beyond that $10,000 limit. The SAAC was also informed that the subcommittee discussed whether it was appropriate for the NCAA to enter into discussions with Major League Baseball (MLB) regarding changing the date of the MLB first-year player draft, as it falls during the NCAA College World Series. The subcommittee determined that it would not be appropriate to approach MLB at this time

 

f.             NCAA Division I Men?s Basketball Issues Committee. The SAAC was informed that the committee supported Proposal Nos. 2007-30, 2007-44, 2007-87 and 2007-89. The committee opposed Proposal No. 2007-41, which would allow for coaching staff members to attend non-scholastic events during the April contact period on Friday, Saturday or Sunday. It was noted that Proposal No. 2007-53 was supported only in part because of concerns regarding the August dead period, and how changes in dates would stretch coaching staff members that are usually engaged in camp activities. Finally, the Basketball Issues Committee was reassured that its role within the new governance structure would not be diminished.

 

g.            NCAA Division I Women?s Basketball Issues Committee. The SAAC learned that after deliberation, the committee support Proposal No. 2007-88. The SAAC also learned that women?s basketball has undertaken some marketing initiatives, including contests among institutions regarding attendance numbers, the Division I Women?s Basketball Grant Program, and ?Share the Experience?, which attempts to gain support for attendance at preliminary round NCAA tournament games.

 

h.            NCAA Division I Football Issues Committee. The SAAC learned that the chair of the committee recently stepped down and that the Committee divided into subcommittees to discuss four key issues facing NCAA football: (1) Academic Progress Rate (2) sportsmanship (3) minority hiring issues and (4) issues related to agents, gambling and amateurism.

 

6.            Recommendations of the Oversight and Monitoring Group. The Director of Division I discussed the work of the Oversight and Monitoring Group?s (OMG), which is charged with developing strategies for review of the recommendations of the Presidential Task Force on the Future of Division I Intercollegiate Athletics. The OMG would be interested in having SAAC members review issues identified by the task force regarding student-athlete well being.

 

 

7.            Division I Governance Restructuring. SAAC was provided with additional information regarding the recently revised Division I governance structure. Under the new structure, the Management Council will be divided into two groups, the Leadership Council and the Legislative Council. Also, the Academics/Eligibility/Compliance Cabinet and Championships/Competition Cabinet will be divided into six smaller cabinets.

The SAAC will have one representative on both the Legislative Council and Leadership Council, as well as one representative in each of the six cabinets. The role of SAAC within the Division I governance structure will not be diminished or reduced by the changes to the structure.

 

8.            Membership Moratorium. The Division I Board of Directors agreed to adopt Proposal No. 2007-116, which specifies that for a four-year period, beginning on August 9, 2007, no institution may begin the Division I provisional reclassification membership process (including the exploratory process), no institution may begin the multidivisional membership reclassification process and no single sport or multi sport conference shall be elected to Division I conference membership.

 

 

9.            Basketball Academic Enhancement Working Group. It was noted that the group has been divided into five subcommittees: (a) Transfers?Both Incoming and Outgoing, (b) 0 for 2 Phenomenon, (c) Coach/Player Relationships, (d) Playing and Practice Seasons and (e) Academic Preparation and Academic Support.

 

 

10.        SAAC Web site. A large amount of information on the site has been updated, but additional feedback and support from SAAC was requested. It was also noted that the NCAA is switching to a new Web content management system, which may change the look and feel of the site, as well as ease the process of uploading information to the site.

 

 

11.        Joint Student-Athlete Advisory Committee Meeting. During the joint SAAC meeting, members of the SAAC from each Division were provided with various presentations as follows:

 

a.             The Hartford?s Playbook for Life Program. This presentation centered around money management for college students and recent graduates, and was provide by Dave Jorgensen, former football student-athlete at the University of Florida and Bill Poutre, men?s golf coach at the University of Hartford.

 

b.            Robert Vowels, NCAA vice-president of Education Services gave an overview of the department and the services that are provided to student-athletes by its staff members.

 

c.             Mary Wilfert, associate director of Education Services, provided information regarding the NCAA?s drug-testing program as well as information regarding the NCAA?s stance on hazing, and the sessions at the 2008 Convention regarding that issue.

 

d.            Melissa Montgomery, NCAA Travel and Insurance coordinator provided the group with logistical information regarding the NCAA?s new online travel expense reimbursement system.

 

e.             Davon Robb, NCAA intern, Education Services, along with Kyla Clark, intern in Branding and Communications and Christina Wright, intern in Diversity and Inclusion provided an overview of the NCAA internship program, job responsibilities and application process.

 

f.             Kyla Clark provided information regarding the career fair and other related seminars and presentations occurring during the 2008 NCAA Convention.

 

g.            The divisional SAACs each had a representative provide an overview of current and pending issues for their respective committee.

 

h.            Updates regarding the proceedings of the following Association-wide committees were provided to the group:

 

(1) NCAA Committee on Women?s Athletics

 

(2) NCAA Minority Opportunities and Interests Committee

 

(3) NCAA Olympic Sports Liaison Committee

 

(4) NCAA Committee on Sportsmanship and Ethical Conduct

 

 

12.        SAAC Communications Discussion. Dana Thomas, Branding and Communications, provided information on the avenues available for SAAC to make its voice heard within the membership, including the revamping of the SAAC newsletter and increasing opportunities for submissions to the NCAA News or other NCAA publications.

 

 

13.        2007-08 ? 2008-09 SAAC Priorities. The chair and vice chair provided the group with an overview of the 2007-2008 and 2008-2009 SAAC priorities. These priorities were developed through a SAAC advance session that was held over 2? days at the NCAA national office. Bringing together six members of the SAAC, the focus of the advance was reevaluating both where the committee is going in the future, the committee?s current strategic plan.

 

The SAAC members at the advance created five focal points for moving SAAC forward within the next two years, as follows:

 

a.             Increase awareness of SAAC at campus/conference/national levels.

 

b.            Utilize new forms of media that are available within the NCAA.

 

c.             Continue to develop the lines of communication between SAAC and other entities throughout the NCAA structure.

 

d.            Improve SAAC by implementing contact with conference administrators.

 

e.             Division I SAAC duties and responsibilities.

 

 

After being provided an overview of the focal points, the group broke up into five smaller sections to discuss how the additional key areas could be most effectively implemented within the next two years. A document will be put together to finalize the group?s thoughts on action items for implementing the focal points.

 

 

14.        NCAA Division I Regional Leadership Conference. The vice-chair updated the group regarding the 2007 Division I Regional Leadership Conference that was held in Dallas, Texas from October 12-14. Mr. Kenny noted that there were six representatives from the Division I SAAC present at the conference, and that a great deal of positive feedback was received on the SAAC sessions held at the conference. Mr. Kenny also acknowledged the support that SAAC received from the Division I Management Council and the work of the NCAA staff.

 

 

15.        Conference Updates. SAAC members highlighted unique conference activities and issues facing members during the current year.

 

 

16. Student-Athlete Advisory Committee Newsletter and NCAA News Discussions. SAAC members were encouraged to participate with the newsletter through submission of articles, editing and oversight. It was noted an issue should be available shortly after the 2008 Convention. SAAC members were reminded of the opportunity for submissions to NCAA News on topics of interest. The committee was informed that nominations for renaming the newsletter would be accepted within the next week.

 

 

17. Fall Internet Meetings. SAAC members applauded staff liaison Abbie Renaker?s efforts with the Internet meetings. The group expressed interest in continuing the practice in future years to ensure greater understanding of legislative proposals prior to conference meetings. SAAC also discussed ways to continue the success of this call and how to improve some areas of education techniques.

 

 

18. Legislative Issues. SAAC members reviewed numerous proposals in the current legislative cycle with a student-athlete well-being component. Discussions included, but were not limited to, financial aid, amateurism and recruiting issues, as well as several proposals dealing with playing and practice seasons. The position of the Division I SAAC is included in this report (attachment). Please note additional discussions regarding selected proposals may occur in January.
