MEMORANDUM

September 15, 2005

TO:      NCAA Division II Budget and Finance Committee.

FROM:     Mike L. Racy

                Vice-President for Division II.

SUBJECT:        Division II Management Council Identity Subcommittee’s Review of Division II Conference Television Proposal.

On Tuesday, September 13, the Division II Management Council Identity Subcommittee met by teleconference to review the proposal to enhance the identity of NCAA Division II during conference television broadcasts in the sport of football.  [See attached document.]

The Division II Budget and Finance Committee requested the Identity Subcommittee to review the request and offer its feedback for future consideration by the Budget and Finance Committee during the committee’s fall meeting.

The Identity Subcommittee, consisting of six Management Council representatives, agreed to support the concepts set forth in the proposal.  The subcommittee believes it is a prudent use of Division II resources to enhance the division’s image and identity through conference television broadcasts.

The subcommittee offers the following suggestions to the Budget and Finance Committee for its consideration:

1.         This opportunity should not be limited to Division II football conferences with current television agreements.

2.         Surplus from the 2005-06 conference grant distribution can be used to fund this program this year as a pilot study (approximately $200,000).

3.         Staff will need to develop a Division II-specific public service announcement (PSA) that could be added to the current NCAA PSA––“preparing student-athletes to go pro in something other than sports.”

4.         Conferences awarded money for PSA broadcasts would also agree to feature NCAA Division II field or court markings by stencils or decals, provided by the national office.

I hope this information is helpful.  Paul Engelmann and Jill Willson both participated in the subcommittee teleconference, and they can answer any questions that you have.
