Division II institutions and conferences in promoting the academic success of
Division II student-athletes (e.g., Division II Supplemental Graduation Success
Report).

Division II scholarship programs (e.g., Division II Degree-Completion Scholarship
Program).
4. Assist
Division II institutions with academic advising activities and services.
5. Consider
implementing an academic incentives program that is tied to eligibility for Division
II national championships or to the Division II enhancement fund distribution.
1. Continue to educate the Division II
membership regarding membership access to Division II National Championships.
2. Continue to evaluate and educate the
membership regarding the selection criteria policies for regional and national
championship sites.
3. Continue to educate the Division II
membership regarding selection criteria for regional and national championship
participants.
4. Monitor Division II championship expenses,
including championship travel policies and the suggested expenses each year
from the Division II championships surplus.
5. Evaluate and enhance the marketing and
promotions plan and media coverage for
Division II national championships.

Evaluate the current
Division II regionalization policy to determine whether additional cost saving
policies could be implemented.
7.
Continue to look at
increasing championship participation opportunities for all student-athletes,
while maintaining the equitable balance of male/female participation opportunities
in Division II.

Enhance the student-athlete's championship experience
to promote athletics competition as a positive and rewarding experience.
1. Simplify the Division II Manual and ensure
that regulations are consistent with the Division II Philosophy Statement.
2. Assess the effectiveness of Division II
deregulation efforts (e.g., appointing a Division II blue ribbon panel to
review) upon completion of the current deregulation cycle.
IV.
GOAL: DIVERSITY
ENHANCEMENTS IN DIVISION II
1. Develop program(s) to assist the Division II membership to enhance the ethnic and gender diversity of administrators and coaches at the institutional and conference levels.
2. Monitor
the attrition of female and ethnic minority administrators and coaches from Division
II.
3.
Enhance the institutional environment in
Division II to ensure academic and social support services for all
student-athletes (e.g., heighten awareness of such services through best
practices workshop at NCAA Convention).
4.
Monitor issues related to gender equity and
enhancing diversity to ensure equitable opportunities for Division II
student-athletes and administrators.
1. Monitor the Division II budget so the division continues to operate in a financially prudent and fiscally responsible way that advances the Division II Strategic Plan.
2.
Consider modifications to the Division II enhancement
fund formula and study ways to increase the amount of distribution to
institutions and conferences.
3.
Develop guidelines, policies and tools to assist the
Division II governance groups in holding themselves and the Division II membership
accountable for strategic initiatives and budget decisions.
2. Enhance
operations by assisting conferences to meet the “model conference office” guiding
principles.
3. Integrate the role of the senior woman
administrator in the operations of the athletics department.
4. Integrate the role of the faculty athletics
representative as a key liaison to the athletics department.

student-athlete in the governance of Division II.
6. Develop
ways to enhance gender and ethnic diversity throughout the entire Division II
governance and committee structure and maintain diversity on the Management Council
and Presidents Council.
1. Develop key messages for Division II that
can be incorporated into the NCAA's public affairs and branding initiatives.
2. Identify and promote current and former
Division II student-athletes who have embodied the Division II attributes for
their accomplishments after graduation.
3. Develop a promotional campaign to bring
attention to Division II's unique identity and attributes.
4. Develop a formal national media network
alliance to assist with promoting the Division II student-athlete experience.
1. Monitor the impact of
the new Division II membership requirements adopted at the January 2002 NCAA
Convention.
2. Assess Division II
attrition to other divisions or athletics associations and explore retention
and recruitment policies for possible implementation.
3. Improve communication with the Division II membership and Division II constituents through increased use of NCAA technology.
4. Enhance technological capabilities of Division II institutions and conferences.
5. Enhance the relationships among member institutions, conferences and staff in order to better understand national issues and to be successful in meeting Division II goals and priorities.
1. Increase the Division II membership's use of
NCAA compliance tools, resources and services to promote principles involving
self-enforcement.
2. Evaluate NCAA regulations that cause
rules-compliance issues for Division II institutions and conferences.
3. Develop a rules-education plan that focuses
on part-time coaches.
4. Educate the membership regarding recent
deregulation changes, including changes to Division II amateurism legislation.
5. Promote compliance benefits of secondary
reporting and enhance the role of Division II conference offices in the
secondary reporting process.
X. GOAL: DIVISION II STUDENT-ATHLETE WELFARE AND ADVOCACY
1.
Protect the
health and well-being of Division II student-athletes and provide a safe and well-balanced
environment for Division II student-athletes.
2. Provide equitable opportunities/access for Division II student-athletes
and promote the equitable treatment of all student-athletes.
3. Promote civility and good sportsmanship among student-athletes, coaches,
fans and administrators on and off the playing field.
4. Develop
Division II student-athletes as campus and community leaders and good citizens (e.g., through the Division II Regional Leadership Action Academy or
through Life Skills Programs).
5. Enhance
the institutional environment for student-athletes by promoting a better understanding
of the Division II student-athlete experience.
