NCAA DIVISION III ADMINISTRATIVE COMMITTEE CONFERENCE NO. 8

 

 

Those participating were Suzanne Coffey, Division III Management Council chair; Douglas Hastad, Division III Management Council;  Michael Miranda, Division III Management Council vice-chair; Phil Stone, Division III Presidents Council chair; Bridget Belgiovine, Dan Dutcher, Leah Nilsson and Susan Peal, NCAA.

[Note:  These minutes contain only actions taken (formal votes or stated "sense of the meeting") in accordance with NCAA policy regarding minutes of all Association entities.  While certain items on the committee’s agenda were acted on at various times throughout the meeting, all final actions within a given topic are combined in these minutes for convenience of reference.]

 

 

Acting for the Division III Management Council and Presidents Council, the Administrative Committee:

 

 

1.         Approved proposed 2005 NCAA Convention legislation sponsored by the NCAA Division III Presidents Council and not yet reviewed in legislative form, consistent with the September 1 deadline.

 

a.         Playing and Practice Seasons – General Playing Season Regulations – Skiing.  To permit separate 19-week playing season segments and separate contest limitations in alpine and Nordic skiing.

 

b.         Playing and Practice Seasons – Postseason championships participation - National Collegiate Gymnastics Association Championship.  To exempt the National Collegiate Gymnastics Association (NCGA) national championship from the institution’s declared playing-season limitation in the sport of women’s gymnastics.

 

c.         Eligibility – Transfer Regulations – Limited Preseason Participation.  To specify that a transfer student who only participated in intercollegiate athletics during the preseason practice period may qualify for an exception to the transfer residence requirement. 

 

The committee recommended a stronger rationale statement to identify the specific change and clarify the editorial revision in the legislative proposal.

 

2.         Key Issues Update.  Received an update on recent membership mailings.

 

a.         Future of Division III – Phase II Membership Survey.  The committee noted that the membership survey was mailed on August 24 to chief executive officers with copies to directors of athletics, senior woman administrators, faculty athletics representatives, student-athlete advisory committee representatives and commissioners.  The deadline for response is September 30.  The committee requested that staff track the date of receipt for all institutional surveys. 

 

b.                  Preseason Educational Initiative and Team Activity Survey.  The committee noted that the educational initiative and activity survey were mailed to the membership on August 12.  Staff is working to post all information on the NCAA Web site, given significant membership interest for access of material.  It also was noted that Division III secured the commitment from 25 institutions to participate in a preseason acclimatization study in the sports of football, field hockey, and men’s and women’s soccer.  The cost (25 institutions at approximately $50,000) would be split between the NCAA Committee on Competitive Safeguards and Medical Aspects of Sports and the Division III student-athlete welfare initiative grant fund. 

 

 

3.                  Other business.  Noted that staff received and will distribute the most recent College Sports Project – integration draft document.
