Strategic Alliance Matching Grant


Division III strives to be a dynamic and engaging group of colleges, universities and conferences of varying sizes and missions, committed to an environment that encourages and supports diversity and inclusion, values fairness and equity, and places the highest priority on the overall educational experience of the student-athlete in the conduct of intercollegiate athletics.

To facilitate this effort, Division III continues to support a strategic alliance with its member institutions and conference offices, to provide monetary grants for those institutions and conference offices seeking to create full-time professional administrative opportunities for minorities and women, and to enhance diversity and inclusion within their athletics administrative staffs.

About the Grant

The Strategic Alliance Matching Grant provides funding for Division III institutions and conference offices to enhance gender and ethnic diversity through:

Each Division III institution and conference office selected to receive a matching grant will be funded for three years, with diminishing contributions by the NCAA.  The NCAA will fund 75 percent of the position during the first year, 50 percent the second year and 25 percent during the third year.  Second-and third-year funding of the grant is contingent upon the submittal of a year-end status report from grant recipient and his/her institution and conference office supervisor, verifying the position and how the funds were used.  All applying institutions and conference offices must show a commitment to continuing the position beyond the three-year NCAA grant at the time of the submitted application.

Each awarded institution or conference office will be required to sign an agreement with the NCAA that outlines the terms of the grant

Position Explanations

New full-time position - Use the organizational charts provided as your resource to determine if this is a newly created position.  Newly funded positions are those where no current resources exist within the athletics department or conference office to fund the position.

Enhanced position - The outlined responsibilities should clearly define an elevation of responsibilities; i.e., the inclusion of supervisory, budget and/or inclusion on the management team.  Funding currently exists and additional funds are being requested to supplement additional new job responsibilities.

Examples:  Coaching/senior woman administrator --> assistant/associate athletics director without coaching, but with new leadership responsibilities.

Director of compliance --> assistant director of athletics for compliance with new additional responsibilities.

Application Evaluation

Applications from institutions and conference offices for the grant will be reviewed by a selection committee of representatives from the Division III membership after the March 3, 2008 deadline.

The following criteria will be used to evaluate submissions for eligibility and awards:

 

  1. Support from the institution's or conference office's senior leadership.
  2. Overall quality and adequacy of design of the proposal.
  3. Innovation and creativity.  Proposals may be inclusive of all athletics positions.  The positions should demonstrate and articulate significant administrative responsibilities.
  4. Potential funding viability and/or expansion during the three-year term of the grant.
  5. Degree of impact (potential or ongoing effectiveness) and factors that enhance diversity and inclusion, especially where diversity is under-represented.
  6. Plans for mentoring accessibility, professional development and growth.
  7. Qualitative and quantifiable measurement tools to assess overall project effectiveness of program initiatives in terms of added value.
  8. Plans for continuation and/or expansion upon expiration of NCAA funding.

Timeline

2008

March 1
 -- Membership applications due.
Spring -- Selection committee meets to select new grant recipients.  Institutions and conference offices notified about selections.
July -- Deadline for supervisor and recipient self-assessments (REQUIRED).  Decision made on continued funding for current recipients.
September -- Checks distributed to new grant schools and conferences.  All hiring decisions must be finalized.  Checks also distributed recipients for years two and three funding.

Funds not paid toward salary and benefits during any period of vacancy must be returned to the NCAA.

Defining Ethnic Minority

For the purposes of the Division III Strategic Alliance Matching Grant Program, ethnic minorities are described pursuant to the Federal guidelines of the Office of Management and Budget (OMB).

American Indian or Alaskan Native:  A person having origins in any of the original peoples of North and South America (including Central America), and who maintains tribal affiliation or community attachment.

Asian:  A person having origins in any of the original peoples of the Far East, Southeast Asia, or the Indian subcontinent including, for example, Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, the Philippine Islands, Thailand and Vietnam.

Black or African American:  A person having origins in any of the black racial groups of Africa.  Terms such as "Haitian" or "Negro" can be used in addition to "Black or African American."

Hispanic or Latino:  A person of Cuban, Mexican, Puerto Rican, South or Central American, or other Spanish culture or origin, regardless of race.  The term "Spanish origin" can be used in addition ro "Hispanic or Latino."

Native Hawaiian or Other Pacific Islander:  A person having origins in any of the original peoples of Hawaii, Guam, Samoa or other Pacific Islands.
