REPORT OF THE
DIVISION III CHAMPIONSHIPS COMMITTEE

1. ACTION ITEMS.

a. Women’s Ice Hockey Committee and Championship.

(1) Recommendation. To create a six-member Division III Women’s Ice Hockey Committee and to establish a four-team Division III Women’s Ice Hockey Championship.

(2) Rationale. Thirty-two Division III institutions currently sponsor women’s ice hockey, which meets the new legislative requirements to establish a championship in a women’s emerging sport.

(3) Budget Impact. $6,000 (committee), and either $60,000 or $135,000 (championship expenses depending on whether the championship is conducted at the site of the National Collegiate Women’s Ice Hockey Championship or at a separate Division III site).

b. Women’s Rowing Committee and Championship.

(1) Recommendation. To create a six-member Division III Women’s Rowing Committee and to establish a six-team Division III Women’s Rowing Championship.

(2) Rationale. Forty Division III institutions currently sponsor women’s rowing which meets the legislative requirements to establish a championship.

(3) Budget Impact. $6,000 (committee), and $200,000 (championship expenses).

c. Ice Hockey Rules Committee Composition -- NCAA Bylaw 21.2.6.

(1) Recommendation. Sponsor legislation to amend Bylaw 21.2.6 to constitute the Men’s and Women’s Ice Hockey Rules Committee as follows:

Division I – Three members representing men’s interests.

Three members representing women’s interests.

Division II – One member representing men’s interests.

One member representing women’s interests.

Division III – Two members representing men’s interests.

Two members representing women’s interests.

(2) Rationale. The committee supports the recommendation in that the Men’s and Women’s Ice Hockey Rules Committee will then be constituted in the same manner with regard to divisional representation as other rules committees.

(3) Budget Impact. Association wide expense.

d. 2002 NCAA Convention Presentation.

(1) Recommendation. Approve a Championships Committee presentation and a status report on the findings of the committee relative to automatic qualification principles, championship experience and, if time permits, present information regarding the championship selection process.

(2) Rationale. The committee believes that providing a forum to update the membership and for an exchange of information and ideas is important in order to best serve the interests of Division III.

(3) Budget Impact. Committee/staff time and materials.

 

e. Field Hockey -- Officials Air Travel.

(1) Recommendation. That a maximum of four officials be permitted to travel by air to any round of the championship in order to secure the best officials to work the championship.

(2) Rationale. This recommendation provides greater flexibility to the Field Hockey Committee when selecting officials with regard to officials’ travel policies and consequently increases the opportunity to select the best available officials for the championship.

(3) Budget Impact. $1,200.

f. Field Hockey -- Predetermined Site.

(1) Recommendation. To select the site of the Division III Field Hockey Championship on a predetermined basis, rather than conduct the championship at the site of one of the competing teams. The Division III Field Hockey Committee was directed to select the site(s) on a two-year basis and to report back to the Championships Committee after the first year and determine whether to continue with a predetermined site after the second year.

(2) Rationale. The initiative affords the host institution increased time to promote the sport, prepare the facility, select quality hotels, generate interest in the community, increase attendance, and to create a better championship atmosphere for participants.

(3) Budget Impact. $8,500.

g. Women’s Golf -- Director of Course and Rules Administration and Officials.

(1) Recommendation. Provide a Director of Course and Rules Administration for the Division III Women’s Golf Championships and provide per diem and lodging expenses for a minimum of 10 officials for the championships.

(2) Rationale. The committee supports the recommendation in that these are essential functions to the administration of the championships. The United States Golf Association previously provided a director and paid per diem and lodging expenses but has indicated that it will no longer continue to provide these services.

(3) Budget Impact. $2,000 (director position), $7,800 (per diem and lodging expenses for 10 officials).

h. Women's Golf -- Mobile Weather Unit.

(1) Recommendation. If appropriate, after staff has done its due diligence, that the United States Golf Association’s mobile weather team unit be secured for the Division III Women’s Golf Championships to provide adequate adverse weather detection and warning information.

(2) Rationale. The committee supports the recommendation in that, a system that will better ensure the safety of not only participants, but spectators is essential.

(3) Budget Impact. $4,000.

i. Men’s Golf -- Mobile Weather Unit.

(1) Recommendation. If appropriate, after staff has done its due diligence, that the United States Golf Association’s mobile weather team unit be secured for the Division III Women’s Golf Championships to provide adequate adverse weather detection and warning information.

(2) Rationale. The committee supports the recommendation in that, a system that will better ensure the safety of not only participants, but spectators is essential.

(3) Budget Impact. $4,000.

j. Men’s Ice Hockey -- Officials Air Travel.

(1) Recommendation. That three officials be permitted to travel by air to the national championship.

(2) Rationale. This accommodation will better ensure that the most qualified and available officials work the championship.

(3) Budget Impact. $3,500.

k. Women’s Volleyball -- Bylaw 21.8.7.21 -- Volleyball Rules Committee Composition.

(1) Recommendation. Adopt noncontroversial legislation to amend Bylaw 21.8.7.21 to provide four members from Division I, two members from Division II, two members from Division III and a non-voting secretary rules editor.

(2) Rationale. The committee supports the recommendation in that the Women’s Volleyball Rules Committee will then be constituted in the same manner with regard to divisional representation as other rules committees.

(3) Budget Impact. Association-wide expense.

l. Technical Support for Championships Evaluation and Section of Participants.

(1) Recommendation. Provide funding within championships budgets to secure necessary technical support to aid in the evaluation and selection of championships participants.

(2) Rationale. The committee supports the request. The increased use of technology will allow sports committees to more comprehensively and thoroughly analyze available information in the evaluation and selection of championships participants.

(3) Budget Impact. $36,000 ($2,000 each for men’s basketball, women’s basketball, women’s volleyball, baseball, men’s soccer, women’s soccer, softball, football, field hockey, men’s lacrosse, women’s lacrosse, men’s ice hockey, women’s ice hockey, women’s rowing, men’s cross country, women’s cross country, men’s tennis and women’s tennis).

 

2. INFORMATIONAL ITEMS.

a. Review of Automatic Qualification Principles. A subcommittee of the Championships Committee has been established to review feedback received from the membership regarding automatic qualification principles and to identify common themes/ideas believed to have merit to enhance the principles. The timeline for the subcommittee is as follows: February 15 – Staff provide updated feedback to committee; Early March – Subcommittee conference call; Late March – Second updated feedback to subcommittee; Early April – Second subcommittee conference call; May – subcommittee formalize report/recommendations to present to full committee for consideration at its June meeting.

b. Championships Experience. A subcommittee of the Championships Committee has been established to review feedback received from the membership regarding championships experience issues including, but not limited to: championship site selection, fan festival concept, standardizing the championship experience. The subcommittee intends to formalize its findings and present a report to the full committee for consideration at its June meeting.

c. Review of Sports Sponsorship/Field Sizes. The committee reviewed the 2000-01 sports sponsorship reports in order to study access ratios and the number of berths in Pools A, B and C among the team sports and to review field sizes in the individual-team sports. The committee noted that a handful of championships currently have one or zero pool C berths. Discussion ensued regarding increasing access for those sports; however, the committee agreed that to increase Pool C berths without regard to access ratios would reduce equitable access for independent institutions. Additionally, the committee calculated revised bracket sizes using a 7.5 to 1 access ratio. Several sports meet the sponsorship numbers necessary to justify a bracket increase using a strict 7.5 to 1 ratio. The Automatic Qualification and Championships Experience Subcommittees will continue to discuss these issues as part of its overall review.

d. Men’s and Women’s Soccer Championships. The Championships Committee, as a result of feedback received from the membership and the Management Council, directed the Men’s and Women’s Soccer Committees to work together to develop a format and schedule that would provide similar dates of competition for the two championships.

e. Playing Rules Adoption Process. The NCAA public affairs staff submitted two proposals to create a standardized process for rules changes (attached). The Championships Committee supported Option 2 (with revisions) with ultimate authority for decisions regarding financial impact, safety or image of the game residing with the Division III President’s Council.
