SUBJECT: Secretary-Rules Editors.

The NCAA governance staff recently met with David Pickle, NCAA director of communications, and Mike Earle, NCAA communications manager, regarding secretary-rules editors. (See Attachment.) Based on that discussion, the staff is recommending that the Management Council:

1. Adopt noncontroversial legislation to amend NCAA Bylaw 21.8.1.1 ("On the Staff") to permit exceptions to the "on the staff" requirement for secretary-rules editors.

2. Sponsor legislation to establish term limits for secretary-rules editors. Rules editors should be permitted to serve for a maximum of eight total years.
