REPORT OF THE

NCAA COMMITTEE ON COMPETITIVE SAFEGUARDS AND

MEDICAL ASPECTS OF SPORT

 

 

1.            ACTION ITEM.

 

Additional Subcommittee Meeting.

 

(1) Recommendation. Approve drug-education and drug-testing subcommittee members attendance at a one-day training in September 2001 offered by the UCLA drug-testing lab.

 

(2) Rationale. The subcommittee is responsible for hearing drug-test appeals and making determinations from evidence presented by the institution, the student-athlete, the drug-test sample collection agency, and the drug-test lab. This training would offer subcommittee members more information and insight into the lab process, the test results, and the options available to assess the quality of the testing process.

 

(3) Budget Impact. Travel and lodging expenses for 10 subcommittee members (including the full committee chair who acts as subcommittee chair on appeals where subcommittee chair must recuse him/herself, and the committee legal representative).

 

 

2. INFORMATIONAL ITEMS.

 

a.         NCAA Drug-Testing Results for January through June 2000. Attached are the results from the NCAA year-round and championships drug-testing program from January through June 2000. Pending approval by the governance structure, the results will be published for the membership. A full report of NCAA drug-testing programs and results will be presented with the results of the 2001 NCAA Study of the Substance Use and Abuse Habits of College Student Athletes, following the committee’s review at its June 2002 committee meeting.

 

b.         Lacrosse Issues. Representatives of the committee and the NCAA Women’s Lacrosse Protective Eyewear Project Team met with representatives from United States Lacrosse in late May in Baltimore. Topics of discussion included eye protection in women’s lacrosse and commotio cordis (chest trauma, usually from a ball, that results in an abnormally arranged heart rhythm) fatalities in men’s lacrosse. The protective eyewear plan developed at the meeting includes identification of optimal specifications for eyewear with input from the NCAA Women’s Lacrosse Committee. Specifications would be forwarded to equipment manufacturers for review and comment. The committee welcomed involvement of the national governing body to help with this issue. It is anticipated that the practicality of an appropriate eyewear device would be determined over the next six to eight months.

 

d. Wrestling Issues. The full committee supported the following recommendations developed at an April meeting of selected NCAA Wrestling Committee and Competitive Safeguards Committee members:

 

(1) Wrestling practice rooms should not exceed 80 degrees Fahrenheit.

 

(2) Require all freshmen and other new incoming wrestlers, to participate in the two-part weight certification program as currently exists. Allow returning wrestlers to perform the initial certification to determine a minimum wrestling weight but define the participating weight class by the weight at the first match rather than by a second certification process. This modification should reduce administrative burdens while not compromising safety.
