Increase the drug-testing budget to include testing for ephedrine in the year-round panel; this initiative will add ephedrine to the 9000 random tests currently administered in Division I and II football, and in Division I men’s and women’s track and field.

The goal of this initiative is to protect the health of student-athletes and to ensure against unfair competition.  Ephedrine is a stimulant and is currently on the NCAA list of banned substances. Ephedrine use has been linked to negative health outcomes, and is currently under surveillance by the United States Food and Drug Administration, charged with tracking negative effects of nutritional supplements.  According to the FDA, since 1993 at least 17 people have died and 800 made ill by dietary supplements containing ephedrine (see FDA, 1996).

The FDA recommends that ephedrine-containing products carry a warning label indicating that taking more than the recommended dose may cause heart attack, stroke, seizure, or death. Clinically less significant effects (for example, dizziness, headache, gastrointestinal distress, irregular heartbeat, and heart palpitations) may indicate the potential for more serious effects .

Currently, NCAA championship testing includes testing for ephedrine; year-round testing does not.  The Committee on Competitive Safeguards and Medical Aspects of Sports is concerned about the negative consequences associated with ephedrine use.  The concern has been heightened by reports of medical emergencies this past football season, with implications of ephedrine use.  In the opinion of the medical and drug-testing experts on the committee, this substance poses a risk to the health of student-athletes and can provide an unfair competitive advantage.

Testing for ephedrine in the NCAA year-round drug-testing program will contribute to the deterrence of the use of this substance by student-athletes.   Testing for anabolic steroids in the year-round program has resulted in a reported drop in the use of these substances, as demonstrated in the quadrennial NCAA Study of the Substance Abuse Habits of College Student-Athletes, conducted by NCAA research staff under the guidance of the competitive safeguards committee.  The committee anticipates a similar impact on the use of ephedrine
