REPORT OF THE
NCAA COMMITTEE ON
SPORTSMANSHIP AND ETHICAL CONDUCT
INFORMATIONAL ITEMS:
a. Amendments to the
Criteria for Certified and/or Exempted Events. The committee forwarded recommendations noted in Nos. 1 to 4 below, to
the Division I committee(s) responsible for the certification of events (e.g.,
postseason bowl games, summer basketball leagues). The emphasis of the recommendations was to ban the
certification or scheduling of any such events at venues with gambling
activities. Although Division
III does not have certified or exempted events, the committee wanted the
Management Council to be aware of its proposals.
(1) That such events or contests
shall not be conducted on a property that has gambling activities (i.e., this
would expand the current criteria by including casinos that do not have a
sports book).
(2) That participants
representing the Association (i.e., member institutions, student-athletes,
institutional and conference staff members, and/or event game officials) may
not receive lodging or attend any organized activity (e.g., team meals,
entertainment attraction) at a casino or other venue where there are gambling
activities (e.g., trips to dog or horse racing tracks).
(3) That gambling education
sessions be provided to participating prospective or enrolled student-athletes
by the sponsoring agency. Further,
that acceptance of sponsorship or advertising arrangements of any form from
gambling entities be prohibited.
[Note: Division I postseason bowl games already are prohibited from
accepting sponsorship from a gambling entity.]
(4) That certified events
comprised of teams of prospective student-athletes only (e.g., certified summer
tournaments) may not be conducted in a metropolitan area where there is an open
or legal sports book.
b. Amendments to
Sportsmanship Award Nomination Form. The
committee approved amendments that include institutional staff members on the
nomination form. As a matter of
policy, staff members known to have been found in violation of the NCAA
principle of unethical conduct by the NCAA Division I Committee on Infractions
shall be subject to disqualification.
c. National
Association of Basketball Coaches (NABC). The committee reviewed a draft report of the NABC’s ethics
summit. The NABC’s focus on ethics
was in response to concerns expressed by the committee subsequent to its
appearance before the committee in May 2000.
d. Strategic Planning
Priorities. The committee reviewed and approved the
budget priorities previously forwarded to the divisional governance groups for
the 2002-03 and 2003-04 academic years.
The Sportsmanship Tool Kit (i.e., CD Rom) shall be mailed to the NCAA
membership in November 2001. The
committee agreed that the tool kit should be made available at the NCAA
Leadership Conference.
