SUBJECT: Inclusion of Proposals in the 2002-03 NCAA Division III Manual.

This is to recommend the approval of inclusion of the legislative proposals included in the January NCAA Division III Management Council Supplement No. 21 in the 2002-03 NCAA Division III Manual. These proposals initiate the establishment of the running supplements for the 2002 calendar year and will appear in the "blue pages" of the 2003 NCAA Convention Official Notice. Due to the timeline of the publication of the 2002-03 Manual, it is possible to include these legislative proposals in this Manual. If, at the 2003 Convention, the membership moves to designate a proposal in the "blue pages" for a membership vote and the proposal is defeated, it will be removed from the 2003-04 Manual. However, each proposal (unless otherwise noted) has an immediate effective date and is effective subsequent to the adjournment of the January NCAA Division III Presidents Council meeting and is binding between the 2002 and 2003 Conventions.

It requires official action of the Management Council and Presidents Council to incorporate these proposals into the 2002-03 Manual prior to their appearance in the "blue pages" of the 2003 Official Notice. The NCAA staff recommends such action.
