Ice Hockey Rules Committee Composition -- NCAA Bylaw 21.2.6.

Sponsor noncontroversial legislation to amend Bylaw 21.2.6 to constitute the Men’s and Women’s Ice Hockey Rules Committee as follows:

Three members representing men’s interests.

Three members representing women’s interests.

Division II

One member representing men’s interests.

One member representing women’s interests.

Division III

Two members representing men’s interests.

Two members representing women’s interests.

Agreed to sponsor noncontroversial legislation to amend Bylaw 21.2.6 as follows:

ISSUE:

Women’s Ice Hockey Committee and Championship.

Create a six-member Division III Women’s Ice Hockey Committee ($6,000) and establish a four-team Division III Women’s Ice Hockey Championship ($135,000).

Approved the recommendation and budget allocation.

ISSUE:

Women’s Rowing Committee and Championship.

Create a six-member Division III Women’s Rowing Committee ($6,000) and establish a six-team Division III Women’s Rowing Championship ($200,000).

Approved the recommendation and budget allocation.

ISSUE:

2002 NCAA Convention Presentation

Approve a Championships Committee presentation and a status report relative to automatic qualification principles and the championship experience and, if time permits, present information regarding the championship selection process.

Referred the recommendation to the Convention-planning subcommittee, requesting the inclusion of an update regarding the individual/team sport automatic-qualifier process.

ISSUE:

Field Hockey -- Officials Air Travel.

That a maximum of four officials be permitted to travel by air to any round of the championship in order to secure the best officials to work the championship ($1,200).

Approved the recommendation and budget allocation.

6.

ISSUE:

Field Hockey -- Predetermined Site.

To select the site of the Division III Field Hockey Championship on a predetermined basis ($8,500), rather than conduct the championship at the site of one of the competing teams. The Division III Field Hockey Committee was directed to select the site(s) on a two-year basis and to report back to the Championships Committee after the first year and determine whether to continue with a predetermined site after the second year.

Approved the recommendation and budget allocation.

ISSUE:

Women’s Golf -- Director of Course and Rules Administration and Officials.

Provide a Director of Course and Rules Administration for the Division III Women’s Golf Championships ($2,000) and provide per diem and lodging expenses for a minimum of 10 officials for the championships ($7,800).

Approved the recommendation and budget allocation. The Council requested information as to why a similar recommendation was not made relative to the men's championship.

ISSUE:

Women's Golf -- Mobile Weather Unit.

That the United States Golf Association’s mobile weather team unit or comparable system be secured for the Division III Women’s Golf Championships to provide adequate adverse weather detection and warning information ($4,000).

Approved the recommendation and budget allocation, noting the need for procedures to ensure the health and safety of student-athletes.

ISSUE:

ISSUE:

Women’s Volleyball -- Volleyball Rules Committee Composition.

Adopt noncontroversial legislation to create a Women's Volleyball Rules Committee composed of four members from Division I, two members from Division II, two members from Division III and a nonvoting secretary rules editor.

Agreed to adopt noncontroversial to add new Bylaw 21.2.9.

ISSUE:

Technical Support for Championships Evaluation and Section of Participants.

Provide funding within championships budgets to secure necessary technical support to aid in the evaluation and selection of championships participants.

Approved a funding pool of $36,000 (not to exceed $2,000 per sport upon request) for all sports to secure necessary technical support to aid in the evaluation, selection or seeding of championships participants.

ISSUE:

Sport Committee Appointments.

Approve the following appointments:

• Baseball – Stuart Fritz, coach at Hope College, as the Mideast region representative.

• Men’s Basketball – Kevin McHugh, director of athletics at the College of New Jersey, as the Atlantic region representative and Richard Reynolds, director of athletics/coach at Otterbein College as the Great Lakes region representative.

• Women’s Basketball – Pam Wojnar, director of athletics/coach at Rosemont College as the Mid-Atlantic region representative and Rachel Madsen, coach at the California Institute of Technology as the West region representative.

• Football – John Neese, director of athletics at Hardin-Simmons University, as the South region representative and Tim Rucks, coach at Carthage College as the North region representative.

• Men’s Golf – Christopher Ragsdale, director of athletics at Elmherst College, as the Golf District 5 representative.

• Women’s Golf – Louise O’Neal, director of athletics at Wellesley College, as the Region 1 representative.

• Men’s Lacrosse – Mike Caravana, coach at Denison University as the West region representative.

• Women’s Lacrosse – Anne Van Heuven, coach at Ithaca College as the New York region representative.

• Men’s Soccer – Vernon Mummert, director of athletics at Wabash College as the Great Lakes region representative and Michael Mooney, coach at State University College at Geneseo as the Northeast region representative.

• Women’s Soccer – Julia Dunn, director of athletics at Whitman College as the West region representative, and Steve Quinones, coach, University of Southern Maine representing the New England region.

• Softball – Judy Sherman, director of athletics at Pacific University as the West region representative and Jud Damon, director of athletics at Savannah College of Art & Design as the Atlantic region representative.

• Men’s and Women’s Tennis – James Berrigan, coach at Babson College as the Men’s Northeast region representative; Scott Thielke, coach at Kenyon College as the Women’s Central region representative; and, Julie Greenwood, coach at Williams College as the Women’s Northeast region representative.

• Men’s and Women’s Track and Field – James Penington, coach at Springfield College as the New England region representative and Troy Engle, coach at Occidental College as the West region representative.

• Women’s Volleyball – Hilda Arrechea, coach at Skidmore College as the New York region representative and Kate Witte, senior woman administrator/coach at Ohio Northern University as the Great Lakes region representative.

Approved the committee appointments.

ISSUE:

Sport Committee Recommendation (Men’s and Women’s Soccer).

Subsequent to submission of the April 2001 Management Council supplement, the Division III Championships Committee approved a recommendation from the men’s and women's soccer committees to conduct both championships on similar dates with the semifinals and finals concluding on Thanksgiving weekend. [NOTE: The Men’s Soccer Championship has been conducted on those dates for the last several years. The Women’s Championship would be conducted on similar dates beginning with the 2002 championship.]

Referred the recommendation back to the Championships Committee and the Men's and Women's Soccer Committees, noting significant concerns with hosting the championships over the Thanksgiving holiday.

15.

ISSUE:

Playing-Rules Adoption Process.

The committee supported a revised playing-rules adoption process (Option 2) which establishes specific dates for governance consideration of all sports playing rules for all divisions, with ultimate authority for decisions regarding financial impact, safety or image of the game residing with the Division III Presidents Council.

Approved the revised playing-rules adoption process.

ISSUE:

Review of Automatic Qualification Principles.

A subcommittee has been established to review feedback received from the membership regarding automatic qualification principles and to identify common themes/ideas believed to have merit to enhance the principles. The timeline for the subcommittee is as follows: February 15 – Staff provide updated feedback to committee; Early March – Subcommittee conference call; Late March – Second updated feedback to subcommittee; Early April – Second subcommittee conference call; May – subcommittee formalize report/recommendations to present to full committee for consideration at its June meeting.

Accepted the information, noting that the subcommittee should review Pool A access ratios for all conference member institutions in team sports.

ISSUE:

Championships Experience.

A subcommittee has been established to review feedback received from the membership regarding championships experience issues including, but not limited to: championship site selection, fan festival concept, standardizing the championship experience. The subcommittee intends to formalize its findings and present a report to the full committee for consideration at its June meeting.

Accepted the information, noting a request to review the impact of an approved predetermined site for women's field hockey.

ISSUE:

Review of Sports Sponsorship/Field Sizes.

The committee reviewed the 2000-01 sports sponsorship reports in order to study access ratios and the number of berths in Pools A, B and C among the team sports and to review field sizes in the individual-team sports. The committee noted that a handful of championships currently have one or zero pool C berths. The committee agreed that to increase Pool C berths without regard to access ratios would reduce equitable access for independent institutions. Additionally, the committee calculated revised bracket sizes using a 7.5 to 1 access ratio. Several sports meet the sponsorship numbers necessary to justify a bracket increase using a strict 7.5 to 1 ratio.
