Financial Aid Audit Model.

Endorse the proposed Financial Aid Audit Model and revised administrative procedures.

Endorse the model and suggested:

• Analysis of each sport or seasonal sport grouping (i.e., fall sports, winter sports, spring sports) on a regular basis.

• Retaining annual audits to ensure consistency in campus planning process and budget allocation.

• Depending on pilot results, revise legislative requirements to specify that student-athlete financial aid packages must be consistent with those awarded to nonstudent-athletes, as opposed to the student body as a whole.

ISSUE:

Pilot Program -- Financial Aid Audit Process.

Approve $60,000 funding to conduct a pilot program during the summer of 2001 to test the proposed financial aid audit process. Ten institutions will be selected to determine whether any changes should be made to the audit process prior to full-scale implementation, effective August 1, 2002.

Conduct of the pilot program to test the Financial Aid Audit Process and add a comparison of distribution of financial aid among the student-athlete and nonstudent-athlete population to the audit process.

Approve an additional $40,000 plus overhead costs to increase the number of pilot institutions. The Council noted that the pilot will provide critical information and assist with the development of a Financial Aid Audit that will enhance the membership's ability to comply with NCAA financial aid legislation pursuant to the adoption of 2001 Convention Proposal Nos. 46, 46-1 and 46-2, effective August 1, 2002.

Solicit volunteer participation from Management Council and Presidents Council member institutions to participate in the pilot program.

ISSUE:

ISSG -- Institutional Financial Aid Compliance Checklist.

Incorporate the Institutional Compliance Checklist into the Division III Institutional Self-Study Guide (ISSG). The committee recommends that the checklist replace the current financial aid section of the ISSG. The checklist would be distributed to all institutions prior to the institution’s ISSG review date. The checklist is a compliance tool designed to aid institutions in their review of compliance with NCAA financial aid legislation.

ISSUE:

Guide to Division III Financial Aid.

The committee revised the Division III Guide to Financial Aid to reflect legislative changes that will affect the current award review process. The guide will be distributed as part of 2001 NCAA Regional Rules Seminar CD-ROM at a cost savings of $1,860. The guide is also available on the NCAA Web site.
