Summary of Recommendations

 

ACTION ITEMS -- MANAGEMENT COUNCIL ONLY

1.

ISSUE:

Infractions Appeals Committee (NCAA Bylaw 21.8.6).

Committee’s Recommendation:

 

Sponsor legislation to amend Bylaw 21.8.6.5 to clarify the composition and duties of the Infractions Appeals Committee.

Management Council Action:

 

Agreed to adopt noncontroversial legislation.

2.

ISSUE:

Editorial modifications to NCAA Constitution 3.2.4.3 and NCAA Bylaws 14.01.1, 14.10.1.

Committee’s Recommendation:

 

Modify Constitution 3.2.4.3, Bylaw 14.01.1 and Bylaw 14.10.1 to make it clear that institutions are required to certify the eligibility of their student-athletes prior to allowing them to compete.

Management Council Action:

 

Approved the editorial modification.

3.

ISSUE:

Amendments to Bylaw 32.10.5 -- Committee on Infractions Response to Appeal.

Committee’s Recommendation:

 

Amend Bylaw 32.10.5 to eliminate confusing language and to specify that, when infractions cases are appealed, the committee needs to respond to the issues raised on appeal.

Management Council Action:

 

Agreed to adopt noncontroversial legislation.

4.

ISSUE:

Amendments to Bylaws 19.1.1 and 19.1.2.2 -- Chair and Vice-Chair.

Committee’s Recommendation:

 

Amend Bylaws 19.1.1 and 19.1.2.2 to specify that a chair for the committee on infractions be chosen and to allow the committee to internally designate a vice-chair who will act on behalf of the chair in his/her absence.

Management Council Action:

 

Agreed to adopt noncontroversial legislation.

5.

ISSUE:

Amendment to Bylaw 31.2.2.4 -- Participation While Ineligible.

Committee’s Recommendation:

 

Amend Bylaw 31.2.2.4 to specify that the Committee on Infractions may take action to vacate performances in cases where there has been ineligible participation in a championship.

Management Council Action:

 

Agreed to adopt noncontroversial legislation.
