DIVISION III STUDENT-ATHLETE ADVISORY COMMITTEE

Summary of Recommendations

 

ACTION ITEMS -- MANAGEMENT COUNCIL ONLY

1.

ISSUE:

Committee Composition -- Minority Representation (NCAA Bylaw 21.8.6.9.1).

Committee’s Recommendation:

 

Sponsor legislation to amend NCAA Bylaw 21.8.6.9.1 to increase the minimum number of ethnic minorities on the committee to six (or 25 percent).

Management Council Recommendation:

 

Sponsor noncontroversial legislation.

2.

ISSUE:

Association-Wide Committees -- SAAC Member Voting Rights.

Committee’s Recommendation:

 

Sponsor legislation to permit the three (one from each division) student-athletes serving on specified Association-wide committees to serve as full committee members. Further, the three student-athletes shall have one combined vote.

Management Council Action:

 

Referred to the Student-Athlete Advisory Committee for review, noting:

 

  • Student-athletes should have voice and vote.

 

  • Concern with split votes based on divisional issues.

3.

ISSUE:

Student-Athlete Advisory Committee Terms -- Bylaw 21.8.6.9.2.

Management Council Action:

 

Recommend the Student-Athlete Advisory Committee closely evaluate newly established term limits, noting the impact of service once a student-athlete's eligibility has been exhausted.

 

ITEMS OF INFORMATION

1.

ISSUE:

SAAC Position on Confederate Flag.

Committee’s Action:

 

The committee passed a motion to not hold any future meetings in states that have the confederate flag as part of their official state flag. The committee members believe the confederate flag is offensive to the African-American population.

Management Council Action:

 

Accepted the information.

2.

ISSUE:

New Member Orientation.

Committee’s Action:

 

As a part of the SAAC new member orientation, SAAC reviewed the NCAA governance structure, the Division III strategic plan and the SAAC policies and procedures document. Also discussed was a typical meeting format, as well as expectations and responsibilities of committee members. SAAC plans to develop a more comprehensive orientation for new members. In addition, the committee amended its SAAC Policies and Procedures document for the term of office section and for the chair and vice-chair section.

Accepted the information.

3.

ISSUE:

Exempted Scrimmage Referral.

Committee’s Action:

 

The committee discussed a referral from the Division III Interpretations and Legislation Committee (ILC) regarding exempted scrimmages. The committee agreed with the ILC's rationale, and felt consistent scrimmage opportunities should be available in all sports.
