ISSUE:

NCAA secretary-rules editors -- NCAA Bylaw 21.8.1.1 (On the Staff).

a.

Agreed to adopt noncontroversial legislation to amend Bylaw 21.8.1.1 to permit exceptions to the "on the staff" requirement for secretary-rules editors.

b.

Agreed to adopt noncontroversial legislation to establish term limits for secretary-rules editors. Rules editors should be permitted to serve for a maximum of eight total years.

The Council noted that individuals who currently have served more than eight years as secretary-rules editors should be granted a maximum of an additional four-year term to facilitate the implementation of this new legislation.
